Title:
Standard Format and Content of Transportation Security Plans for Classified Matter Shipments Date:
June 2015 ADAMS Accession No. ML14287A484 Office/Division/Branch:
NSIR/DPCP/MSB Technical Lead:
Alex Sapountzis Recommended Staff Action: Reviewed with one minor issue identified 1.
What are the known technical or regulatory issues with the current version of the Regulatory Guide (RG)?
There are no known technical or regulatory issues with the current RG. Staff has identified a minor issue in the guidance.
2.
What is the impact on internal and external stakeholders of not updating the RG for the known issues, in terms of anticipated numbers of licensing and inspection activities over the next several years?
None. The minor issue involves a reference to the use of Defense Transportation Tracking System (DTTS) as an acceptable method for tracking shipments. The DTTS tracking system is no longer available for use by NRC licensees. RG 7.13, Revision 0, allows a licensee to use other tracking methods to track shipments, as long as a description is provided in their TSP and meets RG 7.13 requirements.
3.
What is an estimate level of effort needed to address identified issues in terms of full-time equivalent (FTE) and contractor resources?
Since the staff has identified a minor issue that does not need to be corrected at this time and may be corrected when a more substantial changes are identified and implemented, there will not be any need for FTE or contractor resources.
4.
Based on the answers to the questions above, what is the staff action for this guide (Reviewed with no issues identified, Reviewed with issues identified for future consideration, Revise, or Withdraw).
Reviewed with future issues identified for consideration.
5.
Provide a conceptual plan and timeframe to address the issues identified during the review.
Correct the minor issue during the next routine change for the regulatory guide.
