Title:
ADVANCE Act Section 205(c): Study on Regulatory Frameworks for Mass-Manufactured Fusion Machines Meeting Date: March 5, 2025 Location: Webinar (via Microsoft Teams)

Purpose:
The purpose of this meeting was for NRC staff to meet directly with the public, private fusion sector, Agreement States, Tribal Nations, other government agencies, non-government organizations, and external stakeholders to receive feedback from participants on topics the NRC staff is considering in their study pursuant to Section 205(c) of the ADVANCE Act.
Background:
Under Section 205 of the ADVANCE Act, Congress tasked the NRC to conduct a study on potential approaches to a regulatory framework or guidance to support the licensing of mass-manufactured fusion machines and to estimate a timeline for issuance of such regulations or guidance. The NRC will submit a report to Congress summarizing the results of this study by no later than July 9, 2025.

During the meeting, staff provided an overview of the requirements outlined under Section 205(c) of the ADVANCE Act and the NRCs efforts to date to complete the report. The presentation was followed by a comment period where the public was provided the opportunity to give any feedback and ask questions to the NRC. The meeting was attended by 86 participants including NRC staff, industry, non-governmental organizations, Agreement States, and other members of the public.

Ed Harvey, Senior Health Physicist with the NRC opened the meeting, introducing himself as the lead for this study NRC presenter. The meeting facilitator, Lynn Ronewicz, then discussed the meeting logistics. Instructions were provided for how members of the public attending via Microsoft Teams or via the phone could ask questions or offer comments.
Ed Harvey then turned the meeting over to Mike King, Special Assistant for the ADVANCE Act for opening remarks. Mr. King welcomed everyone and gave opening remarks, stressing the importance of public engagement and feedback. He then spoke of the various activities working in parallel to accomplish the ADVANCE Act and how to track the progress and give feedback back to the team.
Following opening remarks, Ed Harvey presented on the topics outlined above and asked for feedback and comments after certain points. There was public and industry interest in the internal frameworks the NRC is considering for the report. The NRC staff and participants also discussed application of standards, the anticipated scale of mass-manufacturing as it relates to fusion technology, the timeline for industry readiness, fusion machine waste considerations, and regulatory concerns associated with fusion technology.
Ed Harvey closed the meeting by thanking everyone for their time and participation. The meeting ended at 2:17 pm ET.
