INPUT FOR ACRS REVIEW OF THE NUSCALE STANDARD DESIGN APPROVAL (SDA) APPLICATION - SAFETY EVALUATION REPORT FOR CHAPTER 17, SECTION 17.4, RELIABILITY ASSURANCE PROGRAM This memo covers NuScale Chapter 17, Section 17.4 regarding reliability assurance. This is a companion memo to the May 16, 2024, memo on the rest of Chapter 17 (Reference 3).

In response to the Subcommittees request, I have reviewed the NRC staffs safety evaluation report (SER) provided to support ACRS review of the SDA application, and the associated section of the applicants submittal for Chapter 17, Section 17.4, Reliability Assurance Program (RAP). The following is my recommended course of action concerning further review of this section and the staffs associated safety evaluation.

Background

Chapter 17, Section 17.4 of the SDA application documents NuScales RAP for NuScale designs. Section 17.4 discusses reliability assurance during the design and construction phase prior to initial fuel load and operations phases during the 60-year life for the NuScale Power Plant US460 standard design. The RAP described in Section 17.4 applies to those systems, structures, and components identified as being risk significant determined by Probabilistic Risk Assessment, deterministic, or other methods of analysis.

SER Summary The SER documents the staffs evaluation of the applicants design for compliance with applicable regulations and standards, including Title 10 of the Code of Federal Regulations (10 CFR) Part 52, Subpart E, Standard Design Approvals. The NRC staff evaluated the descriptions and discussions of NuScales design and construction phase reliability assurance program. The staff also confirmed that the applicant established Combined License (COL) Item 17.4-1 to provide assurance that a COL applicant that references the US460 standard design will propose a process for integrating the RAP into operational programs. Based on the above determinations, the NRC staff found that the descriptions and discussions of NuScales RAP are sufficient and meet the applicable regulatory requirements and guidance, and acceptance criteria, for the issuance of an SDA.

Discussion I did not identify any specific deficiencies or concerns in my review.

Recommendation As lead reviewer for NuScale SDA application, Chapter 17, Section 17.4, I recommend that no additional committee review is necessary.
