SUMMARY

OF THE MARCH 13, 2025, COMMENT-GATHERING PUBLIC MEETING ON THE ADVANCE ACT MISSION STATEMENT IMPLEMENTATION GUIDANCE The U.S. Nuclear Regulatory Commission (NRC) staff from the Office of the Executive Director for Operations held a public meeting on March 13, 2025, to provide an overview of the actions underway at the NRC to develop mission statement implementation guidance, as required by Section 501 of the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act of 2024 (ADVANCE Act), and to obtain feedback from stakeholders. The meeting notice and agenda are located at Agencywide Documents Access and Management System (ADAMS)

The NRC staff provided an overview of the actions underway to develop mission statement implementation guidance. The NRC staff discussed ideas under consideration for (1) how the guidance may be structured, (2) general guidance on the elements of the mission statement, (3) functional areas of staff applicability that may be addressed in the guidance (e.g., licensing, oversight, and mission support), and (4) potential model behaviors and actions for some of the functional areas. The next steps for guidance development, including upcoming milestones, were also shared during the meeting. The NRC staff also shared key features of its ADVANCE Act public website1, including the availability of a feedback form to provide comments and questions to the NRC.

Following the NRC staff presentation, the meeting was opened to public discussion. Members of the public, including industry representatives and non-governmental organizations, provided feedback on ideas to consider in the development of the mission statement implementation guidance, including comments regarding timeliness and efficiency, communication, leadership, oversight and licensing, and improving public engagement processes within the agency.

S. Atack Highlights from the public comments included:

The need for a flexible mission statement that improves efficiency while balancing timeliness and effectiveness.

How risk will be used to inform decision-making on differing views and guide their resolution.

How to address the benefits to society.

Recommendations for improving pre-application engagement activities.

Examples of successful activities in meeting the mission, along with recommendations to enhance efficiency, such as eliminating certain reporting requirements (e.g., retrospective review of administrative requirements).

How inspectors focus on risk-significant issues.

Consideration of the Breakthrough Institutes report2 on improving NRC public engagement to enhance ADVANCE-Act-related public meetings.

The NRC staff will consider the information provided by the meeting attendees as part of its implementation of the ADVANCE Act.
