OF PREAPPLCIATION MEETING ON MARCH 20, 2025, WITH CONSTELLATION ENERGY GENERATION, LLC.
CONCERNING AN ENVIRONMENTAL REPORT FOR RESTART ACTIVITIES AT THE THREE MILE ISLAND UNIT 1 (DOCKET NUMBER: 50-0289)
The U.S. Nuclear Regulatory Commission (NRC) staff conducted a meeting with the Constellation Energy Generation LLC. (Constellation) on March 20, 2025, concerning restart activities at the Three Mile Island (TMI) Unit 1.
The purpose of this meeting was to discuss the environmental review requirements for a planned environmental report for restart activities at the TMI-1 facility. Staff from Constellation presented its plans for an environmental report expected in October CONTACT:

2025 (Agencywide Documents Access and Management System ML25077A302). The presentation included an overview of the site, the current plant status, status of major environmental permits, and a timeline for upcoming activities.
The NRC staff provided feedback on preparation of an environmental report with suggestions to enhance the application process. Staff explained that the affected environment should be clearly characterized and should reflect the status of the plant now. Additionally, staff suggested that Constellation consider the level of detail of the staffs recent environmental assessment for the restart activities at the Palisades nuclear plant. Specific information includes explaining ground disturbing activities, clearly stating a purpose and need, providing permit statuses, providing updated socioeconomic data and updating transportation data. Finally, the NRC staff requested information on the proposed schedule for the remaining actions associated with restart of the facility. Constellation said the current target for submittal of all documentation and information associated with the restart is November 2025.
After an hour discussion, staff opened the meeting to members of the public to ask questions or make comments to the NRC staff. Approximately ten members of the public made comments and asked questions. Some stated support for the project, another stated that the proposed restart is a similar action to a refueling outage, and several commented that the staff should evaluate the effects of climate change on the project. Some members of the public commented that nuclear power is not safe and that the proposed site is on a river that is in the Chesapeake Bay watershed. Finally, there were several comments that a proposed new name for the TMI-1 facility was being used in advance of an official name change to the NRC license.
