AI FOR A SMARTER TOMORROW:

NRCS STRATEGIC APPROACH Katie McCurry Region II Basia Sall Chief Data Officer

AGENDA OVERVIEW OF AI ACTIVITIES NRC AI VISION NRC AI APPROACH AND GOALS NRC AI PROJECTS DISCUSSION ON NRC FFR PROJECT 2

SECY-24-0035: Advancing use of Artificial Intelligence at the U.S. Nuclear Regulatory Commission

NRC MISSION AND AI NRC MISSION:

The NRC protects public health and safety and advances the nations common defense and security by enabling the safe and secure use and deployment of civilian nuclear energy technologies and radioactive materials through efficient and reliable licensing, oversight, and regulation for the benefit of society and the environment.

NRC AI VISION Enable responsible AI integration in regulated activities, fostering innovation while ensuring safety and security. Leverage AI insights to enhance regulation, streamline operations, and elevate decision-making.

Safe AI Use We prioritize facilitating safe and reliable AI applications for regulated environments, ensuring compliance and security.

Optimizing Operations We aim to enhance agency operations using AI for greater efficiency and streamlined processes.

Enhanced Decision-Making Leveraging AI, we enhance decision-making, enabling data-driven choices that benefit regulatory processes.

NRC AI APPROACH

NRC GOALS FOR AI NRC AI EXTERNAL GOAL Ensure NRCs regulatory framework effectively enables the safe and secure use of AI in regulated activities

  • Regulatory Framework for AI Ensuring a regulatory framework that facilitates safe and secure AI usage is essential for promoting innovation and public trust.
  • This goal focuses on developing the regulatory guidance and tools to prepare the staff to assess AI as part of NRC regulatory activities.

NRC AI INTERNAL GOAL Use AI to support the agencys mission by focusing on individual staff productivity and greater operational efficiency

  • Improved Decision Making AI can reduce uncertainty and enhance accuracy, empowering faster, smarter, and more strategic decisions.
  • Increasing Productivity AI technologies can significantly increase efficiency across various operations, leading to enhanced performance and outcomes.

7 Integration of artificial intelligence (AI) at NRC is a multifaceted approach that encompasses various activities centered on functionality, use cases, accuracy, user experience, and data security.

Launch of an Azure OpenAI instance within NRCs own secure tenant Significantly mitigates the risk associated with employees potentially using non-public information in public AI tools Allows staff to utilize generative AI while incorporating curated data into their queries.

An AI-powered tool to provide personalized insights, helping craft documents, analyze data, manage communications, and enhance collaboration.

Actively working on reviewing data security and resolving oversharing of NRC data.

Pilot serves as a crucial assessment phase to inform agency-wide deployment and return on investment.

This FFR (formally entitled Inspection Knowledge Management Tool) provided an opportunity to research the potential of MS Azure OpenAI using agency documentation as its source of information.

Aimed to determine the feasibility of applying generative AI to specific operational use case needs NRC AI PROJECTS

How it started

Future Focused Research (FFR) project to conduct a feasibility study on use of OpenAI to enhance knowledge management and support regional inspection

Engaged all regions across operating reactor, fuel facility, and materials business lines to gather input

How its going

Completed the FFR

Developed a prototype generative AI application with insights from industry experts

Piloted inspection use cases and tested a variety of prompts

Obtained approval to move forward with a more formal proof of concept

Whats next

Complete initial version of the NRC regulatory AI tool (RegAI)

Continue testing phase to enhance efficiency and consistency

Pilot for other processes across the agency

Phased approach to deploy the tool with staff and gather feedback
