Observation Meeting Purpose of Meeting: The U.S. Nuclear Regulatory Commission (NRC) met with the Nuclear Energy Institute (NEI) to discuss the planned submittal of a revision to NEI guidance document 11-02, Change Management Plan for Evaluated Force-on-Force (FOF) Exercises, for NRC review and acceptance for use. The NRC did not endorse a position during this meeting.
General Details: The meeting was attended by approximately 25 NRC personnel and external stakeholders. Representatives from the NEI, licensees, and the Union of Concerned Scientists were among the participants that identified themselves and provided comments or questions.
The meeting started at 10:00am EST and completed by 11:30am EST, according to the anticipated schedule. The meeting was held virtually over the Microsoft Teams application.
Summary of Presentation: The NRC provided a formal presentation for the meeting discussion. This presentation can be located at ML25052A013. No other participants provided a formal presentation.
The NRC staff presented comments and concerns for NEI consideration during the development of the revision to NEI 11-02. NRC comments focused on clarifying roles and responsibilities and maintaining NRC authority over the FOF inspection process.

Action Items/Next Steps: The NRC committed to review the draft NEI 11-02 document and assess it for acceptability for use if NEI submits it. The NRC also committed to hold additional public meetings to discuss NEI 11-02 as necessary.
