July 10, 2025 On behalf of the U.S. Nuclear Regulatory Commission {NRC), I am submitting the NRC's report on "Improving Oversight and Inspection Programs" as required by the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act of 2024 {ADVANCE Act),
Section 507. The enclosed report describes the specific improvements identified as a result of the assessment conducted pursuant to Section 507. Additionally, the NRC is undertaking a comprehensive review of the Reactor Oversight Process to reflect improvements in industry performance and advancements in technology and to further revise it consistent with the direction in Executive Order 14300, "Ordering the Reform of the Nuclear Regulatory Commission." These improvements are expected to yield substantial efficiency gains and cost savings, while maintaining effective oversight and supporting the growth of domestic nuclear technology and energy production.
