OF THE FEBRUARY 20, 2025 PUBLIC MEETING ON RECOMMENDATIONS FROM THE NUCLEAR ENERGY INSTITUTE REGARDING REVISIONS TO THE BASELINE SECURITY SIGNIFICANCE DETERMINATION PROCESS Meeting Identifier:

Open Discussion Meeting Purpose of Meeting: The purpose of this meeting was to provide the Nuclear Energy Institute (NEI) the opportunity to discuss recommendations regarding the U.S. Nuclear Regulatory Commission (NRC) staff's ongoing review and revision of the Baseline Security Significance Determination Process (BSSDP).
General Details: The meeting was attended by approximately 40 NRC personnel and external stakeholders. Representatives from the Nuclear Energy Institute (NEI), NRC licensees, and the Union of Concerned Scientists were among the participants that identified themselves and provided comments or questions. The meeting started at 1:00pm EDT and completed by 2:00pm EDT, as scheduled. The meeting was held virtually over the Microsoft Teams application.
Summary of Presentation: NEI provided a formal presentation for the meeting discussion. This presentation can be located at ML25058A169. No other participants provided a formal presentation.
The NRC staff and NEI made opening comments prior to the beginning of the NEI presentation.
NEI representatives discussed specific recommendations for consideration alongside the NRC staffs ongoing BSSDP working group (WG) efforts to improve and further risk-inform the March 24, 2025 Desiree Davis, Chief Security Oversight and Support Branch Division of Security Operations Office of Nuclear Security and Incident Response Signed by Brooks,Maury on 03/24/25
D. Davis existing process. NEI provided an overview of specific options for the WGs consideration, including:
Expansion of the existing significance screen to allow for additional risk insights.
Clear delineation between significance determinations based on Human Performance (HU) vs. Programmatic Issues (PI).
Reevaluate the decision tree for unsecured safeguards information and opportunities to credit licensee-identified performance deficiencies.
Reevaluate the unattended opening decision tree factoring in HU versus PI screening criteria.
Consideration for assessment of issues that repeat in less than one year, focusing on the most risk-significant/high impact performance deficiencies.
The NRC staff asked questions during the presentation to further understand the NEI recommendations regarding application and implementation of the NEI proposal. The staff concluded the meeting by noting that the WG would consider NEIs proposal for areas that could be incorporated into the staffs ongoing revision of the BSSDP. The NRC mentioned plans for a future public meeting to provide an update on the staff's progress on revisions to the BSSDP.
No regulatory decisions were made as a result of this meeting.
