OF PUBLIC MEETING ON FORCE-ON-FORCE INSPECTION FRAMEWORK REVISIONS Meeting Identifier:

Comment Gathering Meeting Purpose of Meeting: The purpose of this meeting was to discuss and seek feedback on the U.S. Nuclear Regulatory Commissions (NRC) implementation of Commission direction from SRM-COMSECY-19-0006, Revised Security Inspection Program Framework. This meeting discussed the NRCs draft Inspection Procedures 71130.03, Contingency Response - Force on Force Testing and 71130.05, Protective Strategy Evaluation and Performance Evaluation Program, implementation schedule, and next steps. The draft inspection procedures were shared publicly prior to the meeting to facilitate the discussion and provide members of the public and interested stakeholders an opportunity to comment on the NRCs Force-on-Force inspection program.
General Details: The meeting was attended by approximately 80 NRC personnel and external stakeholders. Representatives from the Nuclear Energy Institute (NEI), NRC licensees, and the Union of Concerned Scientists were among the participants that identified themselves and provided comments or questions. The meeting started at 1:00pm EST and completed by 2:30pm EST, ahead of the anticipated schedule. The meeting was held virtually over the Microsoft Teams application.
Summary of Presentation: The NRC provided a formal presentation for the meeting discussion. This presentation can be located at ML25055A030. No other participants provided a formal presentation.
The NRC staff presented the major revisions to the draft inspection procedures and provided external stakeholders an opportunity to comment throughout the presentation.

Comments were general in nature and focused on maintaining realism in the Force-on-Force inspection implementation, identifying roles and responsibilities of NRC and licensee personnel, and incorporation of projects and initiatives that are still in progress. Additionally, NEI requested a closed public meeting in April to discuss Official Use Only - Security-Related Information in the inspection procedures that could not be discussed in this meeting since it was open to the public.
Action Items/Next Steps: The NRC will coordinate with NEI regarding their request for a closed public meeting in April. The NRC will review the comments provided during the meeting and will assess if any are appropriate for incorporation into the inspection procedures. The NRC does not plan to issue a formal response to the comments provided.
