As requested by your letter dated January 31, 2025, (Agencywide Documents Access and Management System Accession No. ML25031A079), enclosed is Certificate of Compliance No.
9294, Revision No. 10, for the Model No. New Powder Container package. Changes made to the enclosed certificate are indicated by vertical lines in the margin. The staffs safety evaluation report is also enclosed.
The approval constitutes authority to use the package for shipment of radioactive material and for the package to be shipped in accordance with the provisions of Title 49 of the Code of Federal Regulations Section 173.471.

SUMMARY
By letter dated January 31, 2025, (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML25031A079), Global Nuclear Fuel - Americas, LLC., requested renewal of Certificate of Compliance (CoC) No. 9294 for Model No, New Powder Container (NPC) package in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Section 71.38. The current CoC, Revision No. 09, is set to expire on November 30, 2025.
Given that no changes have been made to the NPC safety analysis report, the staff continues to find that the package meets the requirements of 10 CFR Part 71.
The certificate has been renewed for a 5-year period.
EVALUATION There was no change to the package design, operating procedures, acceptance tests and maintenance program of the package. The staff reviewed the package application in support of the renewal request and determined that the documentation was available and complete. The NPC package is covered by quality assurance program Docket No. 7100254.
CONDITIONS The following changes have been made to the certificate:
Item No. 3(b) was modified to match the exact title of the application in ADAMS.
Condition No. 9 was revised to authorize the use of Revision 9 of the CoC until the expiration date on November 30, 2025.
Condition No. 10 was revised to reflect the new expiration date of November 30, 2030.
CONCLUSION Based on the statements and representations in the application, the staff concludes that the Model No. NPC package design has been adequately described and evaluated, and the certificate has been renewed for a 5-year term. This renewal does not affect the ability of the package to meet the requirements of 10 CFR Part 71.
