Enclosed is an application (XB1370) dated February 18, 2025, accepted by the U.S. Nuclear Regulatory Commission from SHINE Technologies, LLC requesting the export of Lutetium-177, not to exceed 2.22 Terabecquerels, for medical research and development; clinical trials; and human medical use in Pakistan.
Since Pakistan is on the restricted destinations list (10 CFR Part 110.29), before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
