SUMMER NUCLEAR STATION (VCSNS) UNIT 1 TRANSMITTAL OF RADIATION EMERGENCY PLAN REVISION 76 Pursuant to 10 CFR 50.54(q)(5), attached is the change analysis summary for Revision 76 to the VCSNS Radiation Emergency Plan. Revision 76 became effective on February 4, 2025.
This revision incorporated changes that did not require prior NRC approval. The Radiation Emergency Plan continues to meet the standards of 10 CFR 50.47(b).
The changes in Revision 76 were reviewed in accordance with 10 CFR 50.54(q) and were found not to decrease the effectiveness of the Radiation Emergency Plan.

Serial No.25-065 Attachment Page 2 of 2 VC Summer Radiation Emergency Plan Revision 76 incorporated the changes described below.
A description of why each change was not a reduction in the effectiveness of the emergency plan and the regulatory basis for each non-editorial change are provided.
- 1. Part 2, Section F, Emergency Communications, was revised to add the Technical Support Center (TSC) to the list of facilities that contained NRC communication capability and that required testing. The 10 CFR 50.47(b)(6) EP standard and EP function for Emergency Communications and systems for prompt communication is still being met since the communication was not eliminated but expanded.
- 2. Part 2, Section J, Protective Response, was revised to standardize the Protective Action Recommendation (PAR) schemes across the Dominion Energy Fleet. This changed some terminology and the appearance of the PAR determination flow chart. The 10 CFR 50.47(b)(10) EP planning standard, Emergency Protective Actions, and the EP function for providing a range of public PARs during emergencies are still being met since the PARs were not eliminated. The PARs are developed with support from the evacuation time estimates (ETE), and with coordination with the local State and County offsite response organizations (OROs). The OROs concur with the changes that were made.
- 3. Part 2, Section 0, Emergency Response Training, was revised to clarify the training requirements for emergency plan changes. The 10 CFR 50.47(b)(15) EP planning standard and the EP function of providing Emergency Response Training to emergency responders continues to be met since training after emergency plan changes continues to be required. The plan now states that the training needs to be performed by those who are directly affected by the change. The plan was non-specific about who required the training previously.
Editorial and other changes included changing the name of the Department of Health and Environmental Controls (DHEC) to Department of Environmental Services (DES) (throughout the plan), adding the word "Emergency" to "Plan" to create "Emergency Plan" (throughout the plan), corrected Operations Support Center to read Operational Support Center (Part 2, Section A, Fig A-2), replaced the "ERO Communications Directory" with the "Emergency Telephone Directory" (throughout the plan), changed the term "follow-up" to "follow-up/update" to integrate fleet terminology (throughout the plan), added abbreviation for the Integrated Public Alert and Warning System (!PAWS) (Part 2, Section E.6), added the use of the term DLR to TLD/DLR (Part 2, Section K.3), changed the title of the Dominion Energy Quality Systems Group to the Dominion Energy Nuclear Oversight Department (Part 2, Section P), changed the title of the Control Room Supervisor to Unit Supervisor (Annex: Unit 1, Section 4), corrected the scaling of RML 11 (Annex: Unit 1, Section 4), updated procedure references in Appendix 3, and added DLR to the list of acronyms in Appendix 4.
