Clarification of Reciprocity Request dated February 25, 2025 Discussion:
I contacted Mr. Newman to instruct him on how to properly complete the NRC Form 241 and that, after discussion with management, a citation would not be issued concerning their performance of licensed activities on February 1 and 8, 2025, without submission of an NRC Form 241 and receiving approval because of the emergent nature of the work. I informed him that item 13 of the form should only include the date range that is being added and not include previously approved work dates unless those are work dates to be deleted. I stated that I would change the range from January 2, 2025, through April 30, 2025, to March 1, 2025 through April 30, 2025. Their request to add February 1 and 8, 2025, to their work dates would be honored. I went over two ways that the company could use to claim emergent work in the future. The first was to send in an amended NRC Form 241 as soon as it becomes known that weekend work was required.
The second was to claim weekend work in their forms and delete those days that were not used in the following months request. The problems with the first method, I explained, is that one has to know beforehand that the work is needed and Mr. Newman stated that he was not informed of the added work dates beforehand. Also, there is no guarantee that there will be NRC staff available to handle the request and provide NRC approval if the request is sent in too late on Friday or a holiday. The problem with the second method is that it goes through the 180-day limit for reciprocity rather quickly. There is additional administrative effort on the part of the company as it needs to keep track of what days work was not performed and request their deletion from the NRC record. Mr. Newman opted for the second record to avoid a repeat of the occurrence of days being worked without being informed. I informed Mr. Newman that I would change his NRC Form 241 to include weekend work.
Action Required: Amend Submitted NRC Form 241 and issue to applicant.
