Dear Mr. Gurdziel:
Thank you for your inquiry regarding the timing of your comments related to the Risk-Informed, Technology-Inclusive Regulatory Framework for Advanced Reactors proposed rule being posted on regulations.gov. I appreciate your patience and would like to share information about the U.S. Nuclear Regulatory Commission (NRC) public comment processing workflow.
The NRC provides multiple submission methods to provide public comments through the: (1)
Federal Rulemaking website via https://www.Regulations.gov; (2) email comments to:
Rulemaking.Comments@nrc.gov, (3) fax comments to the NRC Secretary, U.S. Nuclear Regulatory Commission at 301-415-1101; (4) mail comments to: Secretary, U.S. Nuclear Regulatory Commission, Washington, DC 20555-0001, ATTN: Rulemakings and Adjudications Staff; or (5) hand deliver comments to: 11555 Rockville Pike, Rockville, Maryland 20852, between 7:30 a.m. and 4:15 p.m. eastern time, on Federal workdays.
When comments are submitted via postal mail they follow a specific processing path. First, all mail is scanned at an external facility for safety purposes. Once cleared, it is routed through the processing office where it is prepared for publication in the NRCs Agencywide Documents Access and Management System. During this time, the comments are also added and published in Regulations.gov. All comments, regardless of submission method, must be reviewed by the staff for sensitive information before publication. Also, available resources, Federal holidays, and the total number of comments received may affect processing timelines.
The NRC strives to make all properly submitted comments available as promptly as our resources allow. You may wish to consider submitting future public comments directly through the Regulations.gov portal. This method bypasses several processing steps required for mailed and emailed submissions and provides the most direct and expedient path for comment publication.
