There is no material in Question 1 considered to be ECI. All other information is correctly redacted.

We have fully reviewed the draft audit report. All proprietary information in the draft audit report is
correctly identified. Further the fuel vendor Standard Nuclear determined that none of the material redacted in Question 1 is considered proprietary at this point as it has been publicly disclosed that the nominal fuel elements and irradiation test pellets will be different. Note that Response 1 (and all further Questions and Responses) are correct as written in the document.

Review of Draft Audit Report for UIUC Fuel Qualification Topical Report for Proprietary and Export-Controlled Information
Dear Dr. Brooks,
By letter dated March 11, 2024 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML24071A237), the University of Illinois at Urbana-Champaign (UIUC) submitted to the U.S. Nuclear Regulatory Commission (NRC) Release 1 of the topical report (TR), University of Illinois Urbana-Champaign High-Temperature Gas-Cooled Research Reactor: Fuel Qualification Methodology. By email dated June 14, 2024 (ML24166A223), the NRC staff provided UIUC with a Regulatory Audit Plan for the TR review.
The NRC staff has prepared a draft report on the Regulatory Audit and has placed a copy of the draft report in the NRC BOX folder to which UIUC has access. Because the report contains proprietary information under Title 10 of the Code of Federal Regulations (10 CFR) Section 2.390 as well as export-controlled information (ECI), the NRC staff intends to issue both proprietary/ECI (non-public) and redacted (public) versions of the audit report. The draft report denotes proprietary/ECI information using ((double brackets)). The NRC staff requests that UIUC review the draft audit report to confirm that any proprietary information and/or ECI in the report are identified and marked accurately. Please provide confirmation by response to this email that all proprietary information and ECI are accurately marked, or provide comments on any proprietary and/or ECI aspects of the draft audit report, within ten (10) business days of the date of this email.
Note that because the audit report is a draft, it is still subject to change prior to the issuance of the final audit report.
