  • Inflation Reduction Act The Inflation Reduction Act provides long-term certainty for a decade Allows for relatively low-cost investments that can add value The IRA also provides additional tax credits for capacity expansions
  • Projected Annual Load Growth Increased demand for carbon free energy driven by growth in AI data centers Load growth coupled with retiring fossil generation leading to future power constraints
  • As a result of this long-term financial certainty and increasing need for power, we are advancing several sequential and concurrent licensing initiatives that support a Salem power uprate up to a maximum of 3708 MWt Salem Uprate Licensing Alignment Meeting

  • Despite lower OLTP on Unit 1, both units essentially the same and all UFSAR Chapter 15 events originally analyzed to higher power level of Unit 2 Removing this historical 2% BOP alignment, Unit 1 SPU approximately 7%
  • Approach aligns with Millstone Unit 3 precedent, but combines Salem SPU and MUR into single submittal Aligns with NRC/industry effort to streamline and gain efficiencies in uprate reviews

  • Update Existing MUR Methodology to DVR LAR Existing MUR based on AMAG Crossflow UFM which cannot be credited for SPU LAR will request methodology change to DVR and not request increase in CLTP DVR methodology uses approved Topical Report (ML23193A749) o DVR-based MUR represents a first of a kind submittal for the industry

  • SPU LAR submittal will include the following required elements:

Full Spectrum LOCA methodology o Current BASH methodology is being retired in the future by Westinghouse and per NRC cannot be used for power uprates o Efficiencies gained by updating LOCA methodologies at same time of uprate o Adoption of FSLOCA has established precedent throughout the Westinghouse fleet.

Adoption of Reg Guide 1.183, Revision 1, Gap Release Fractions o Remain committed to RG 1.183, Rev 0, but take exception to Table 3, Footnote 11 by adopting limits for gap release fractions consistent with RG 1.183, Rev 1, Table 4 o Precedent at Vogtle 1 & 2 (ML23158A018)

Use of ADOPT fuel pellet type o Required for fuel cycle economics at uprated power o Precedent submittal at Turkey Point (ML23320A028)

Non-LOCA PAD5 o Current revision of Westinghouse fuel rod code approved by NRC o Aligns with usage in FSLOCA Ejected Rod Analysis - change in methodology o Required forward-fit by NRC (Reg. Guide 1.236)

Inclusion of 1.6% DVR MUR as part of net 3708 MWt licensed RTP o Reference prior DVR-based submittal/amendment as basis for MUR at SPU power level o Timing of NRC approval of initial DVR submittal and SPU submittal may cause these to be considered linked o Consideration of License Conditions relative to performance of DVR model at increased power levels prior to increasing power into the anticipated 1.6% MUR power band SPU Submittal Salem Uprate Licensing Alignment Meeting
