Dear Chairman Capito:

May 1, 2025 On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am submitting the NRC's report on "Licensing Considerations Relating to Use of Nuclear Energy for Nonelectric Applications" as required by the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act of 2024 (ADVANCE Act), Section 203. The enclosed report describes both the NRC's completed and ongoing actions, as well as potential future actions, to address unique licensing issues or requirements relating to the flexible operation of advanced nuclear reactors, use of advanced nuclear reactors exclusively for nonelectric applications, and colocation of nuclear reactors with industrial plants or other facilities. The NRC staff solicited input from stakeholders in accordance with Section 203(b) of the ADVANCE Act and will continue to engage stakeholders in the future as potential non-electric applications evolve.

The NRC will continue to seek innovative ways to enhance the licensing process for nuclear reactors used in nonelectric applications.
