SUBJECT:

SUMMARY

OF FEBRUARY 18, 2025, MEETING WITH CONSTELLATION ENERGY GENERATION, LLC, RELATED TO THE PLANNED AMENDMENT REQUEST TO APPLY RISK-INFORMED COMPLETION TIME TO SUPPRESSION POOL SPRAY (EPID L-2025-LRM-0010)

On February 18, 2025, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Constellation Energy Generation, LLC (Constellation). The purpose of the meeting was for the NRC staff to discuss a planned license amendment request (LAR) for Quad Cities Nuclear Power Station, (Quad Cities) Units No. 1 and 2. The LAR would modify the Quad Cities technical specifications (TSs) to apply a risk-informed completion time for TS 3.6.2.4, Residual Heat Removal (RHR) Suppression Pool Spray, in accordance with Technical Specifications Task Force (TSTF)-505, Provide Risk-Informed Extended Completion Times - RITSTF Initiative 4b. The meeting notice and agenda dated February 3, 2025, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML25034A197. A list of attendees is provided as the Enclosure.

Constellation presented information related to the planned amendment request for Quad Cities (see presentation slides at ML25049A285). The licensee provided a description of the RHR system and its backups and a proposed markup of TS 3.6.2.4. The licensee stated that the drywell spray system would be used as a surrogate in its probabilistic calculations and provided precedents of prior approvals of license amendments for similar boiling water reactors. The licensee also proposed removing Licensing Condition 3.DD. from Quad Cities, Unit No. 1, and Condition 3.CC. from Quad Cities, Unit No. 2.

The NRC staff queried Constellation on the planned LAR and observed that understanding the risk management activities that have been completed would aid the staff in reviewing the amendment request. The staff also queried Constellation on the operation of the RHR suppression pool spray system and other potential means to provide cooling should the system be inoperable.

No members of the public were in attendance. No regulatory decisions were made at this meeting.
