Accelerating Deployment of Versatile Advanced Nuclear for Clean Energy Act of 2024 (ADVANCE Act)
- The ADVANCE Act, signed into law on July 9, 2024, requires the NRC to take a number of actions, particularly in the areas of licensing of new reactors and fuels, while maintaining the NRCs core mission to protect public health and safety.
- The ADVANCE Act address a wide range of NRC activities, such as:
- the NRCs budgeting process,
- recruitment and retention of the NRC workforce,
- reduced fee rates for advanced nuclear reactor applicants and pre-applicants,
- the regulatory framework for advanced reactors and fusion technology,
- strategies to enhance the NRCs efficient, timely, and predictable reviews of license applications.
ADVANCE Act Section 402 Establishment of a Nuclear Energy Traineeship ADVANCE Act NRC Considerations (1) IN GENERAL.The Commission shall establish, as a subprogram of the Program, a nuclear energy traineeship subprogram under which the Commission, in coordination with institutions of higher education and trade schools, shall competitively award traineeships that provide focused training to meet critical mission needs of the Commission and nuclear workforce needs, including needs relating to the nuclear tradecraft workforce.
The traineeship subprogram will be developed under the existing University Nuclear Leadership Program which currently awards scholarships, fellowships, distinguished faculty development, and mission-related research and development grants to trade schools, community colleges and institutions of higher education (IHEs) through a competitive application process in the form of grant awards
ADVANCE Act Section 402 Establishment of a Nuclear Energy Traineeship ADVANCE Act NRC Considerations (1) IN GENERAL.The Commission shall establish, as a subprogram of the Program, a nuclear energy traineeship subprogram under which the Commission, in coordination with institutions of higher education and trade schools, shall competitively award traineeships that provide focused training to meet critical mission needs of the Commission and nuclear workforce needs, including needs relating to the nuclear tradecraft workforce.
The nuclear energy traineeship subprogram will be competitively awarded to trade schools and IHEs for a comprehensive program that provides innovative and evidence-based, structured work-based training aligned with changing workforce and research needs in addition to educational experiences and theoretical learning.
ADVANCE Act Section 402 Establishment of a Nuclear Energy Traineeship ADVANCE Act NRC Considerations (2) REQUIREMENTS.In carrying out the nuclear energy traineeship subprogram described in paragraph (1), the Commission shall (A) coordinate with the Secretary of Energy to prioritize the funding of traineeships that focus on (i) nuclear workforce needs; and (ii) critical mission needs of the Commission; The traineeship subprogram will be established using existing UNLP budgeted resources NRC has coordinated with Department of Energy (DOE) for critical workforce needs and traineeship priorities (October 2024)
ADVANCE Act Section 402 Establishment of a Nuclear Energy Traineeship ADVANCE Act NRC Considerations (2) REQUIREMENTS.In carrying out the nuclear energy traineeship subprogram described in paragraph (1), the Commission shall (B) encourage appropriate partnerships among (i) National Laboratories; (ii) institutions of higher education; (iii) trade schools; (iv) the nuclear energy industry; and (v) other entities, as the Commission determines to be appropriate; Programmatic requirements include:
A partnership led by an IHE or trade school with a National Laboratory, nuclear energy industry, or other nuclear energy related entity that will provide a structured hands-on, work-based training experience for students The partnership provides structured training and experience with substantial time at the partner site -1 semester for trade programs and 1 academic year for IHEs
ADVANCE Act Section 402 Establishment of a Nuclear Energy Traineeship ADVANCE Act NRC Response (1) IN GENERAL.The Commission shall establish, as a subprogram of the Program, a nuclear energy traineeship subprogram under which the Commission, in coordination with institutions of higher education and trade schools, shall competitively award traineeships that provide focused training to meet critical mission needs of the Commission and nuclear workforce needs, including needs relating to the nuclear tradecraft workforce.
As a subprogram of UNLP, a student funded by the traineeship would be required to complete all specified programmatic requirements as designed by the trade school or IHE A traineeship agreement would be required for students to complete the program
ADVANCE Act Section 402 Establishment of a Nuclear Energy Traineeship ADVANCE Act NRC Considerations (2) REQUIREMENTS.In carrying out the nuclear energy traineeship subprogram described in paragraph (1), the Commission shall (C) on an annual basis, evaluate nuclear workforce needs for the purpose of implementing traineeships in focused topical areas that (i) address the workforce needs of the nuclear energy community; and (ii) support critical mission needs of the Commission.
NRC has evaluated the most current workforce data and projected workforce needs from the Department of Energy, nuclear energy industry, and the NRC to determine focused areas Certificate or Associate Degree Programs Electricians Radiation Protection Technicians Non-destructive Evaluation Technicians Instrumentation and Control (I&C) Technicians Welders Bachelor, Master, or Doctoral Degree Programs Radiation Protection and Health Physics Electrical Engineering as related to Digital I&C Fields as related to the advancement of new and advanced reactors
