SUMMARY

OF FEBRUARY 13, 2025, PUBLIC MEETING TO DISCUSS SECTIONS OF THE NATIONAL ORGANIZATION OF TEST, RESEARCH AND TRAINING REACTORS, INC. PROPOSED NEI 23-03 GUIDANCE ON THE 50.59 PROCESS FOR DIGITAL APPLICATIONS (EPID: L-2023-NFG-0002)

On February 13, 2024, (Agencywide Documents Access and Management System Accession No. ML25041A221), the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with the National Organization of Test, Research, and Training Reactors (TRTR) staff to continue to discuss endorsement of Nuclear Energy Institute (NEI) 23-03, Guidance on the 50.59 Process for Digital Applications. A list of attendees is provided as an enclosure to this memorandum.

The TRTR representatives asked for more time to evaluate the NRCs previous comments for Section 4.3.1, including Example 4-15 and 4-16. Participants agreed to defer that discussion to a future meeting. During this meeting, NRC and TRTR representatives instead discussed the recent NRC staff comments on Section 4.3.2 of NEI 23-03. This discussion included the significant comments in which the NRC staff suggested expanding the narrative associating the criteria of 10 CFR 50.59(c)(2)(ii) on the likelihood of occurrence of a malfunction and (vi) on the possibility for a malfunction of an SSC important to safety with a different result. The discussion included the importance of the facility safety analysis report in identifying those design functions important to safety. Representatives scheduled the next meeting for March 4, 2025, to continue review of NRC comments in Section 4.3.1 and 4.3.2. There were no members of the public present in the meeting.
