The NRC staff has reviewed the presentation materials for the upcoming public meeting to discuss the planned approach for addressing the environmental impacts of postulated accidents for the SMR-300 design. As requested, I am forwarding the following questions/comments that the staff plans to discuss with Holtec during the meeting, to get a better understanding of their plans, especially in light of 10 CFR 51.49(f):
- 1. When would the preliminary safety analysis report (PSAR) be submitted and what would be the time gap between the limited work authorization (LWA) environmental report (ER) submittal and PSAR submittal? The licensing plan indicates the time difference could be 2 years.
- 2. Holtec should clearly justify in the LWA ER the assumed values and site-specific information for the postulated accidents and bounding assumptions for severe accident mitigation alternatives (SAMA) analysis.
- 3. Due to the design and the safety analysis becoming final at the operating license (OL) stage, the OL supplemental ER would need to assess if there is any new and significant information from the approved version of the PSAR with the issued construction permit (CP) from what would be finalized in the OL final safety analysis report (FSAR).
