Summer nuclear power plant from 60 to 80 years. Given the documented history of falsified reports, structural failures, and regulatory oversight failures at the facility, I am deeply concerned about the accuracy and reliability of testing, maintenance records, and environmental safety evaluations.

With decades-old cracks and leaks recently uncovered in critical backup power systems, continued operation without rigorous scrutiny poses an unacceptable risk to public safety, environmental integrity, and economic stability. Before any license extension is approved, the NRC must address these concerns and ensure full transparency and accountability.

Major Concerns and Requests for Further Review

1. Falsified Reports and Regulatory Failures Over the years, line personnel and executives at V.C. Summer have submitted falsified reports to regulators, obscuring the plant's true operational risks.

How does the NRC verify the truthfulness of self-reported data from Dominion Energy? What independent verification methods are in place?

We formally request:

o A Detailed Report on Falsifications - A comprehensive account of all instances of falsified records, including who was responsible, the nature of the misconduct, and the corrective actions taken.

o Executive Financial Disclosures - A full financial statement detailing compensation, bonuses, and financial benefits received by the top 25 executives and board members of SCE&G/SCANA over the lifespan of the V.C. Summer plant.

o Lawsuits and Settlements Report - A complete list of lawsuits and settlements related to V.C. Summer, including payments made as a result of legal actions.

2. Safety Hazards: Structural Integrity and Equipment Failures NRC inspectors recently uncovered cracks and leaks dating back 20 years in the emergency diesel generator system, which is critical for plant safety.

These longstanding structural failures raise concerns about the plants overall safety as it nears 50 years of operation.

Before granting an SLR, the NRC must require:

o An Independent Structural Integrity Assessment - A third-party evaluation of all aging infrastructure, including backup systems, reactor components, and containment structures.

o An Equipment Failure Timeline - A full public disclosure of past equipment failures, leaks, NRC citations, and safety concerns related to V.C. Summer.

3. Environmental and Public Health Concerns With cracks and leaks documented, what assurances exist that radiation exposure has not impacted surrounding communities?

Have groundwater, air quality, and soil contamination been properly evaluated?

Given past improper health impact reporting, independent research must be conducted before considering a license renewal.

We demand:

o Independent Contamination and Health Impact Testing - Third-party verification of radiation contamination levels and their impact on public health and the environment.

o A Necrology Study - A comprehensive analysis of cancer rates and related illnesses in the affected area over the past 20 years, compared to pre-plant construction health data.

o Worker Health Assessments - A full registry and medical review of past and current plant employees to assess potential radiation-related illnesses.

o Groundwater and Soil Testing - Independent environmental testing to determine the extent of potential radioactive contamination in local water supplies and soil.

4. Financial and Community Impact South Carolina ratepayers are still paying off over $2 billion from the failed nuclear expansion project.

What guarantees does Dominion Energy provide that a license renewal will not lead to additional financial burdens for consumers?

The economic devastation Fairfield County suffered from the failed expansion must be addressed before any license renewal is considered.

We urge the NRC to require:

o Full Public Disclosure of Financial Transactions - A report on the amount of money paid through taxes, grants, and other financial benefits to Fairfield County entities and private individuals.

o Health Studies and Medical Response Investments - A detailed report on total investments made in health studies and medical facilities to address cancer and radiation-related illnesses.

o Workforce Education and Training Initiatives - An outline of Dominion Energys commitment to training local workers, including partnerships with technical schools and universities.

o Community Redevelopment and Infrastructure Modernization - A detailed plan to reinvest in Fairfield County to bring the region up to modern standards in infrastructure and technological development.

Conclusion:==

No License Renewal Without Full Transparency and Oversight While nuclear power plays an essential role in our nations energy strategy, the NRC must prioritize public safety, environmental protection, and regulatory accountability. Given the history of deception, structural failures, and financial burdens placed on South Carolinians, granting a 20-year license extension without proper safeguards is irresponsible and unjustified.

I strongly urge the NRC to reject the SLR application unless Dominion Energy meets the following conditions:

An independent third-party review of safety systems and infrastructure Public disclosure of past regulatory violations, falsifications, and settlements Comprehensive public health impact studies A legally binding commitment to reinvest in Fairfield County The people of South Carolina deserve truth, transparency, and accountability before the V.C. Summer nuclear plant can continue operating for another 20 years. The NRC must act decisively to protect public safety and prevent further corporate negligence.
