UNITED STATES OF AMERICA NUCLEAR REGULATORY COMMISSION ATOMIC SAFETY AND LICENSING BOARD Before Administrative Judges:
Emily I. Krause, Chair Dr. Gary S. Arnold Dr. Arielle J. Miller In the Matter of HOLTEC DECOMMISSIONING INTERNATIONAL, LLC, AND HOLTEC PALISADES, LLC (Palisades Nuclear Plant)
Docket No. 50-255-LA-3 ASLBP No. 24-986-01-LA-BD01 February 6, 2025 MEMORANDUM AND ORDER (Altering Schedule and Format of Initial Prehearing Conference)
In view of possible snow and icy conditions coinciding with the next weeks prehearing conference, and the safety concerns that would accompany that possibility, the Board is changing the in-person conference to a virtual conference using the Microsoft Teams platform.
The argument will now begin at 11:00 a.m. Eastern Time on Wednesday, February 12, 2025.
The time allotments for each of the participants will remain the same.1 The listen-only number also will remain the same: interested members of the public who wish to listen to the oral argument should dial (301) 576-2978 and enter passcode 101 394 753#.2
1 See Licensing Board Order (Scheduling Initial Prehearing Conference) (Dec. 30, 2024) at 2.
2 See Licensing Board Order (Providing Listen-Only Information for Prehearing Conference)
(Jan. 21, 2025) at 2. As we stated in that order, after successful entry of the passcode, the following message will be heard: You are not allowed to unmute. To raise your hand press *5.
Please note that this telephone line is not being monitored and pressing *5 will not allow participation in the conference.
The Board expects the participants to conduct themselves as if in a hearing room setting, which includes seeking to minimize outside noise and interruptions while the argument is ongoing. Participants also should make arrangements, as necessary, that will allow for prompt consultation with colleagues or experts in formulating a response to a Board question, as the video access will not provide participants with the ability to communicate off-the-record.
The Boards law clerk, Georgia Rock, will reach out to participants via email to (1) schedule a test session conducted by the Licensing Board Panels Information Technology staff to identify and mitigate any technical issues in advance of the conference and (2) provide information about accessing the conference.
It is so ORDERED.
