IDAHO STATE UNIVERSITY - ISSUANCE OF AMENDMENT NO. 9 TO RENEWED FACILITY OPERATING LICENSE NO.R-110, FOR THE IDAHO STATE UNIVERSITY AGN-201M RESEARCH REACTOR TO CONFORM IT WITH ORDER EA-NRR-2025-0013 (EPID NO. L-2024-NLO-0000)
Dear Mr. Foulkrod:
By order dated February 6, 2025 (Agencywide Documents Access and Management System Package Accession No. ML24354A200), the U.S. Nuclear Regulatory Commission (NRC) modified Renewed Facility Operating License No.R-110 for the Idaho State University AGN-201M research reactor such that it has no fixed term. Accordingly, the NRC is issuing the enclosed Amendment No. 9 to Renewed Facility Operating License No.R-110 to reflect that modification.

Physical Security Plan The licensee shall maintain and fully implement all provisions of the Commissions approved physical security plan, including amendments and changes made pursuant to the authority of 10 CFR 50.54(p). The approved physical security plan consists of the Physical Security Plan for Lillibridge Engineering Lab Idaho State University, Revision 4, dated November 22, 1995, withheld from pubic disclosure pursuant to 10 CFR 2.390(d), submitted by letter dated January 31, 2003, under License R-110.

Reactor Operator Requalification Plan Revision 3 to the Reactor Operator Requalification Plan as submitted by the facility staff on July 10, 2005, as part of the license renewal is hereby approved by the NRC. The licensee shall operate the facility in accordance with the Reactor Operator Requalification Plan. No changes shall be made in the Reactor Operator Requalification Plan unless authorized by the Commission as provided in Section 55.59 of 10 CFR Part 55.

Emergency Plan Revision 6 to the Emergency Plan as submitted by the facility staff as part of their license renewal, and updated July 10, 2005, is hereby approved by the NRC. The licensee shall operate the facility in accordance with the Emergency Plan. No changes shall be made in the Emergency Plan unless authorized by the Commission as provided in Section 50.54(r) of 10 CFR Part 50.

This license is effective as of the date of its issuance and has no fixed term.
