Dear Mr. Warden:

Enclosed is an application (XB1369) dated January 23, 2025, accepted by the U.S. Nuclear Regulatory Commission, from Troxler Electronic Laboratories, Inc. requesting the export of four devices. Each device contains a Cesium-137 source with an activity level of 0.000333 Terabecquerels (TBq)for a total of 0.001332 TBq, and an Americium-241/Beryllium source with an activity level of 0.001628 TBq, for a total of 0.006512 TBq. Both sources will be installed in each portable nuclear moisture density gauges used for quality control testing of construction materials in Iraq.

Since Iraq is on the embargoed list (10 CFR Part 110.28), before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
