Office of Nuclear Reactor Regulation Items of Interest Week Ending January 31, 2025 U.S. Nuclear Regulatory Commission (NRC) Issued Regulatory Issue Summary 2025-01, Pre-application Communication and Scheduling for Licensing Actions Related to Digital Instrumentation and Controls On January 27, 2025, the staff made public Regulatory Issue Summary 2025-01, Pre-application Communication and Scheduling for Licensing Actions Related to Digital Instrumentation and Controls (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25007A014). The document requests voluntary submittal of licensee scheduling information related to amendment requests for analog to digital or digital-to-digital instrumentation and controls upgrades to help inform the U.S. Nuclear Regulatory Commissions (NRC)s budget and resource planning.

NRC Staff Issued Amendments for Edwin I. Hatch Units 1 and 2 to Adopt Technical Specification Task Force (TSTF) Traveler TSTF-591, Revise Risk Informed Completion Time (RICT) Program On January 28, 2025, the staff issued amendments for Edwin I. Hatch Units 1 and 2 to adopt Technical Specification Task Force (TSTF) Traveler TSTF-591, Revise Risk Informed Completion Time (RICT) Program (ML24365A040). TSTF-591 revised the Technical Specifications (TS) Section 5.5.16, Risk Informed Completion Time Program, to reference Regulatory Guide 1.200, Revision 3, instead of Revision 2, and added a new TS Section 5.6.8, Risk Informed Completion Time (RICT) Program Upgrade Report, to report to the NRC of newly developed methods and their implementation.

NRC Staff Hosted a Public Meeting Related to the Reactor Oversight Process (ROP) to Discuss NRC ADVANCE Act Section 507 (Oversight and Inspection)

On January 29, 2025, the staff hosted a public meeting related to the Reactor Oversight Process (ROP) to discuss NRC ADVANCE Act Section 507 (Oversight and Inspection)

Operating Reactors updates, including a discussion on the NRC Differing Views Program potential revision and ideas to revise the operating reactor and fuel facility security oversight and inspection programs. Other topics discussed were implementation of NEI 99-02 Revision 8 (Performance Indicators) and the Emergency Response Facility and Equipment Readiness Performance Indicator update. Attendees included representatives from Nuclear Energy Institute (NEI), the industry, and members of the public. The next bi-monthly public meeting on ROP-related matters is tentatively scheduled for March 26, 2025.

NRC Hosted Staff from the Federal Energy Regulatory Commission (FERC) for an Information Exchange of Technical Presentations On January 28, 2025, the NRC hosted staff from the Federal Energy Regulatory Commission (FERC) for an information exchange of technical presentations, discussions on the reliability of the Nations electric power grid, and nuclear power plant safety and security. FERC presented a 2023 study on Blackstart resources in the Texas region, informing NRC staff on potential events involving extended periods of loss of offsite power (e.g., 2021 Winter Storm Uri). exchanged information on grid stability, station whiteout, Defense-in-Depth and quantified risk of loss of offsite power, and cyber security. The Office of Nuclear Reactor Regulation staff have established a SharePoint site to track future questions, take-away actions, and meeting summaries. This meeting reinvigorated the formal meetings between the staff of the two agencies, which will continue to be held on a quarterly basis.
