RESPONSE
The documents provided in response to this question as Attachment B primarily relate to an NRC staff proposal known as the Flexible Work Model (FWM). The FWM reflected the dynamics of the post-COVID-19 pandemic workplace and was a potential shift in when and for what purpose(s) employees were expected to report to an NRC office. On October 31, 2023, the Commission disapproved the FWM and directed that the agency retain its current telework practices for most employees. The Commissions decision is set out in the Staff Requirement Memorandum associated with SECY-23-0072, Final Agency Decision to Implement the Flexible Work Model. On November 1, 2023, the National Treasury Employees Union, Chapter 208, filed a grievance challenging the Commissions decision, which remains pending.
- 7. All documents and communications, to include meeting minutes, related to labor-management forums established pursuant to Section 6 of Executive Order 14119.

Attachment E provides a list of grievances, including the filing date and topic of each grievance, organized by year, for the years 2021-2024.
- 11. For current CBAs negotiated during this Administration, the dates when negotiations began and concluded and the expiration date. Please also include the amount of union official time authorized under 5 U.S.C. 7131(a), in terms of both hours and the corresponding financial cost, associated with these negotiations.
RESPONSE
Negotiations on the current CBA commenced on October 16, 2020. The CBA was ratified by NTEU at the conclusion of negotiations on September 14, 2021. The current CBA went into effect on November 15, 2021, and expires on November 15, 2025. The amount of union time associated with the negotiations in FY21 was 933 hours0.0108 days <br />0.259 hours <br />0.00154 weeks <br />3.550065e-4 months <br />, representing a cost of $67,039.98.
