OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS NMSS RADIATION SAFETY PROGRAM AUDIT This memo provides the plan for the biennial audit of the Office of Nuclear Material Safety and Safeguards (NMSS) radiation safety program. Per NMSS Policy and Procedures 7-01, Revision 1, NMSS Radiation Safety Manual, dated April 10, 2017 and Management Directive 10.131, Protection of NRC Employees Against Ionizing Radiation, dated July 11, 2018, the NMSS radiation safety officer (RSO) should coordinate an audit of the NMSS radiation safety program every two years.
The 2025 audit will be conducted by the Office of Nuclear Reactor Regulation (NRR) RSO and the NRR Assistant RSO (ARSO). The audit will have a duration of approximately 2 days and will take place during the month of March or April, depending on NRR RSO/ARSO availability. The NRR RSO and ARSO held a meeting with the NMSS RSO on January 21, 2025, to discuss the scope and plan of the audit. The NRR RSO and ARSO will provide preliminary observations at the completion of the audit to the NMSS RSO, will work with the NMSS RSO to present the findings at the 2025 RSO Counterpart meeting, and will work with the NMSS RSO to present the findings in the final audit report to NMSS management.
This audit will verify that NMSS radiation safety program requirements are met from a performance-based perspective. Satisfactory performance in meeting program requirements is indicative of the program supporting the Nuclear Regulatory Commissions objectives related to radiation safety of employees. Application of best practices is not within the scope of this audit.
The attachment to this letter provides a listing of the program requirements that will be audited, the method(s) of verification and applicable references, resources and points of contact.
