OF DECEMBER 19, 2024, PREAPPLICATION MEETING WITH WESTINGHOUSE ELECTRIC COMPANY ON AP300 SMALL MODULAR REACTOR LICENSING APPLICATION APPROACH WHITE PAPER On December 19, 2024, the U.S. Nuclear Regulatory Commission (NRC) held a virtual public meeting with Westinghouse Electric Company (WEC). The purpose of the meeting was to hear WECs preapplication description of a future white paper for the AP300 small modular reactor (SMR) on the topic of its licensing application approach strategy. The AP300 design is largely based on the AP1000 certified design with changes that reflect the smaller power output, lessons learned from the AP1000 construction, and a simplification of features. By letter dated December 10, 2024, available via Agencywide Documents and Access Management System (ADAMS) Accession No. ML24347A085, WEC submitted the presentation slides for this meeting found at ML24347A086.

Preapplication engagements, including this meeting, provide an opportunity for the NRC staff to engage in early discussions with a prospective applicant to offer licensing guidance and to identify potential licensing issues early in the licensing process. No decisions or commitments were made during the preapplication meeting.

OF DECEMBER 19, 2024, PUBLIC PRESUBMITTAL MEETING WITH WESTINGHOUSE ELECTRIC COMPANY ON AP300 SMR LICENSING APPLICATION APPROACH WHITE PAPER MEETING

SUMMARY

On December 19, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with the Westinghouse Electric Company (WEC) to discuss the AP300 Small Modular Reactor (SMR) Licensing Application Approach white paper. The meeting started with WEC representatives presenting preapplication slides (ML24347A086) regarding the planned AP300 SMR White Paper on their approach for the design certification application (DCA) they intend to submit. The presentation included white paper scope, an overview of the DCA outline, details on development of the design control document, incorporated by reference documents and design-specific review standards.

The staffs notable comments and WEC answers, as well as questions and comments from the public, are as follows:

NRC staff offered to help WEC with a pre-flight document submission testing to ensure smooth submittal of the application when the time comes. WEC acknowledged and expressed appreciation for the comment.

NRC staff then asked if WEC was going to reference anything from the certified AP1000 design. WEC responded that their intent is for the AP300 DCA to include all required parts for a standalone DCA.

NRC staff asked for clarification that WEC would include physical security items in the DCA. WEC responded that they would include the portion of security systems required for a design certification.

NRC staff asked if WEC would be evaluating the latest Standard Review Plan guidance that would be in effect within the 6-month time period prior to the application being docketed. In response, WEC stated that they are looking at all current guidance and determining if theyd need to make changes.

NRC staff also asked if Design Acceptance Criteria (DAC) will be used as was done in the AP1000 design. WEC explained that they are still considering the use of DAC but will try to avoid it as best as they can.

There was one question from a member of the public. Joy Jiang from Breakthrough Institute asked if there is a timeline for the submission of the AP300 DCA. NRC licensing project staff provided that a timeline is still proprietary at this time and that interested parties should monitor the NRCs public AP300 website for revisions to WECs regulatory engagement plan.
