On January 8, 2025, the U.S. Nuclear Commission (NRC) staff met with the Electric Power Research Institute (EPRI) to discuss of a fleet-wide approach for performance monitoring of select steam generator and pressurizer components. The meeting summary is Enclosure 1 and the list of attendees is Enclosure 2.

Hybrid Type of Meeting:

This was an observation meeting in which attendees had an opportunity to observe the NRC staff performing its regulatory function or discussing regulatory issues. Attendees had an opportunity to ask questions of the NRC staff or make comments about the issues discussed following the business portion of the meeting; however, the NRC is not actively soliciting comments toward regulatory decisions at this meeting.

Purpose of the Meeting:

To exchange of information between the NRC and EPRI regarding a fleet-wide approach for performance monitoring of select steam generator and pressurizer components.

General Details:

The NRC staff held a public, observational meeting with EPRI to exchange information between the NRC and EPRI regarding a fleet-wide approach for performance monitoring of select steam generator and pressurizer components. The meeting began at 1:00 pm and ended at 3:30 pm.

There were twenty-two NRC staff members, three EPRI representatives, one NEI representative, and fifteen industry representatives. No members of the public attended the meeting. The meeting began with introductions of the NRC staff and EPRI representatives.

Summary of Meeting:

EPRI representatives began the discussion with a brief history of the fleet-wide approach for performance monitoring of select steam generator and pressurizer components project. EPRI representatives explained that many examinations being performed that are perceived to have low value based on a history of few or no relevant indications being identified during routine inspections on prescribed intervals.

EPRI representatives explained that they developed a series of publicly available technical reports establishing the technical bases for optimizing examination intervals for the components:

EPRI 3002014590 - Technical Bases for Inspection Requirements for PWR [Pressurized Water Reactor] Steam Generator Feedwater and Main Steam Nozzle-to-Shell Welds and Nozzle Inside Radius Sections EPRI 3002015906 - Technical Bases for Inspection Requirements for PWR Steam Generator Class 1 Nozzle-to-Vessel Welds and Class 1 and Class 2 Vessel Head, Shell, Tubesheet-to-Head and Tubesheet-to-Shell Welds

EPRI 3002023713 - Technical Bases for Inspection Requirements for PWR Steam Generator Auxiliary Feedwater Nozzle-to-Shell Welds EPRI 3002015905 - Technical Bases for Inspection Requirements for PWR Pressurizer Vessel Head, Shell -to-Head and Nozzle-to-Vessel Welds The EPRI representatives further explained the main purpose of this meeting is to discuss these reports and provide the results of industry pilot projects implementation these technical reports.

The EPRI representatives listed the benefits of a fleet-wide approach for performance monitoring of select steam generator and pressurizer components:

1.

Maximize overall plant safety by focusing resources where they are needed (higher valued examinations) 2.

Minimize health & safety risk profile of plant personnel by reducing low value work activities 3.

Potential dose savings (per unit) is on the order of multiple man-rem years 4.

Potential cost savings (per unit) is on the order of millions of dollars The EPRI representatives stated that they are in the process of developing a topical report, entitled Fleet-Wide Performance Monitoring Inspection Plan for Select ASME [American Society of Mechanical Engineers] Code Examination Items of US PWR Steam Generators and Pressurizers, to be submitted to the NRC for review and approval. The topical report will include a letter addendum that will serve as the mechanism to facilitate adjustments to fleet-wide schedule and examinations.

The EPRI representatives stated that they would like to have a pre-application meeting with the NRC staff in the March/April 2025 timeframe to support submissions of the topical report to the NRC in June 2025.

Public Participation Themes:

No members of the public were in attendance at the hybrid, public meeting.

Action Items/Next Steps:

The NRC staff will prepare and issue a meeting summary.
