PALISADES NUCLEAR PLANT ENVIRONMENTAL SCOPING
SUMMARY
REPORT FOR THE PROPOSED REAUTHORIZATION OF POWER OPERATIONS UNDER RENEWED FACILITY OPERATING LICENSE NUMBER DPR-20 (DOCKET NUMBER: 50-0255)
The U.S. Nuclear Regulatory Commission (NRC) and U.S. Department of Energy (DOE) Loan Programs Office (LPO) staff conducted an environmental scoping process and solicited comments from June 27, 2024, to July 29, 2024. The NRC and DOE LPO are preparing an environmental assessment (EA) to analyze the potential environmental impacts associated with licensing and regulatory requests associated with reauthorizing power operations at the Palisades Nuclear Plant (Palisades) and Federal financial assistance (loan guarantee) to support power restart and operations at the Palisades site.
As part of this process the NRC and DOE LPO conducted scoping to ensure that the public had input in identifying environmental aspects that need to be included for consideration in the EA.

D. Barnhurst reauthorization of power operations at Palisades. The NOI informed stakeholders about the NRC and DOE LPO staffs intent to prepare an EA and initiated a 30-day scoping period, which closed on July 29, 2024. The scoping period provided the public with an opportunity to participate in the environmental scoping process.
On July 11, 2024, the NRC held an in person and virtual public scoping meeting in Benton Harbor, Michigan. A summary of the scoping meeting is publicly available in the NRCs Agencywide Documents Access and Management System (ADAMS) at https://www.nrc.gov/reading-rm/adams.html under the accession number ML24221A033. To begin the search, select Begin Web-based ADAMS Search. At the conclusion of the scoping process, the staff prepared the enclosed environmental scoping summary report identifying the scope of the environmental review and categorizing comments received during the scoping period. The staff will send a copy of the scoping summary report to each participant in the scoping process (who provided contact information). The next step in the environmental review process is the issuance of the draft EA. The notice of the availability of the draft EA and the procedures for providing comments will be published in the FR.
