Title:

Meeting between the U.S. Nuclear Regulatory Commission and Tennessee Valley Authority (TVA) regarding TVAs request for clarification and alignment on the acceptability of TVA's approach to mapping of geology and geologic features during excavation activities at the Clinch River Nuclear Site (Docket No. 99902056)

The purpose of this meeting was to have technical discussions between Nuclear Regulatory Commission and Tennessee Valley Authority staff to clarify the scope of the Clinch River Nuclear Site early site permit (ESP-006, ML19352D868) Permit Conditions 3 and 4 with respect to mapping of geology and geologic features in the planned excavation for the reactor building (proposed Seismic Category I) and surrounding foundation support structures (proposed Seismic Category II) for the BWRX-300 nuclear power plant at the Clinch River Nuclear site.

Summary of Meeting The NRC staff started the observation meeting with opening remarks, sharing of the topics for discussion document (ML25013A167) discussion of logistics and process and introductions of the lead participants. Tennessee Valley Authority shared their own presentation (ML25023A182) to elicit feedback from the NRC staff. NRC staff clarified that the detailed geologic mapping required by Permit Condition 3 applies only to excavations for safety-related engineered structures. Regarding the Permit Condition 4 requirement to perform additional geotechnical investigations at the final excavation level of safety-related engineered structures, for the reactor building proposed as Seismic Category I, such investigations would only be necessary if any geologic features potentially adverse to subsurface stability of subsurface materials and foundations are observed at the base of the reactor building excavations.

Action Items/Next Steps: None. The technical discussions ensured NRC-TVA alignment on the scope of ESP-006 permit conditions.
