REQUEST FOR AN IMMEDIATE SAFETY CONCERN REVIEW FOR PROPOSED GENERIC ISSUE PRE-2024-001, NUCLEAR CRITICALITY IN FUEL POOLS DUE TO DRAIN DOWN EVENTS AND BOIL OFF The generic issue (GI) program has received a proposed GI related to potential events leading to spent fuel storage pool draining or boil-off, progression and consequences of spent fuel fires in storage pools, and spent fuel pool nuclear criticality excursions. The information for the proposed generic issue was received on December 2, 2024.

2 The NRC issued the acknowledgment letter for receiving the information on the potential generic issue on December 18, 2024. In the enclosure, you will find a detailed description of the proposed GI. This proposed issue, designated as PRE-2024-001, has been entered into the Generic Issues Management Control System and can be viewed on the GI Dashboard, http://gid.nrc.gov/Planning.
In accordance with NRC Management Directive and Directive Handbook 6.4, Generic Issues Program, the Office of Nuclear Regulatory Research GI staff is requesting the Office of Nuclear Reactor Regulation to coordinate and work with the Office of Nuclear Material Safety and Safeguards and the Office of Nuclear Security and Incident Response to review the issue and respond to one of the two options by memorandum. Please have your review finished and sent to the Office of Nuclear Regulatory Research within 60 days from the issuance of this memorandum.
In your review, please respond to one of the two options below through a memorandum to the GI Program Manager in the Office of Nuclear Regulatory Research.
1.
If the issue requires immediate action, the responsible office must take responsibility for the issue, and the issue will exit the GI process, or 2.
If the issue does not require immediate action, then the Office of Nuclear Reactor Regulation will document the basis for this determination and state why the potentially affected facilities may continue to operate despite the proposed GI. The memorandum should also include the following:
2.1. Characterization of the safety and risk significance, the basis for determining there is no immediate safety concern, and the justification for ongoing operation of the facilities while the staff is assessing the issue (may include circumstances that exist or compensatory measures that are in place) 2.2. Timeframe that the justification for ongoing operation is appropriate for the potentially affected facilities, assuming there are no additional compensatory or remedial actions that are implemented (typically the duration of the Assessment Stage of the GI process) 2.3. Potential impact on a nuclear facility if the safety issue identified in the proposed GI occurs (e.g. core damage, containment breach, etc.).
