RESULTS OF PERIODIC REVIEW OF REGULATORY GUIDE (RG) 3.10, LIQUID WASTE TREATMENT SYSTEM DESIGN GUIDE FOR PLUTONIUM PROCESSING AND FUEL FABRICATION PLANTS This memorandum documents the US Nuclear Regulatory Commission (NRC) periodic review of regulatory guide (RG) 3.10, Revision 0, Liquid Waste Treatment System Design Guide for Plutonium Processing and Fuel Fabrication Plants, issued in 1973. As discussed in Management Directive 6.6, Regulatory Guides, the NRC staff reviews RGs approximately every 10 years to ensure that the RGs continue to provide useful guidance. Documentation of the NRC staff review is enclosed.
The staff performed a periodic review for this RG in March 2024 and recommended that the RG should be revised to address technical and administrative issues. However, since no application is expected for a plutonium processing and fuel fabrication plant within the next several years the staff has updated the periodic review in January 2025 identifying issues that need to be considered in the future. Therefore, this RG should not be withdrawn and could be revised in the future as needed.
