FOR THE REGULATORY AUDIT OF SMR, LLC (HOLTEC) LICENSING TOPICAL REPORT, HOLTEC PSA RISK SIGNIFICANCE DETERMINATION METHODOLOGY LICENSING TOPICAL REPORT This memorandum transmits the audit summary for the regulatory audit of SMR, LLC (Holtec)
Licensing Topical Report (LTR), Holtec PSA (Probabilistic Safety Assessment) Risk Significance Determination Methodology Licensing Topical Report.1 This audit was announced via the publicly available audit plan.2 Representatives from the United Kingdom Office for Nuclear Regulation (ONR) observed the audit in accordance with the March 12, 2024, Memorandum of Cooperation Between the Canadian Nuclear Safety Commission, the ONR, and the U.S. Nuclear Regulatory Commission (NRC)3.
The audit was conducted in accordance with the guidance provided in the NRC Office Instruction LIC-111.4 CONTACT:

The audit was conducted using the Holtec electronic reading room hosted on the Box online portal. The audit entrance and exit meetings were held on August 15, 2024 and October 8, 2024, respectively. The audit was officially closed on November 7, 2024. The audit summary report is provided in Enclosure 1 and the list of information needs and observations is included in Enclosure 2 to this letter.
