Dear Dir. Warden:

Enclosed is an application, XSOU8869, received by the US. Nuclear Regulatory Commission on December 23, 2024, from TAM International (U.S.), Inc. The application requests the export of 115,400 kilograms (kgs) of natural uranium in the form of uranium ore concentrate (U3O8), with a total weight of 136,085 kgs, to Dioxitek S.A. in Argentina for use as fuel supply at Atucha Unit 1, Atucha Unit 2, and Embalse nuclear commercial power reactors.

The uranium ore concentrate will be exported to Societatea Nationala NUCLEARELECTRICA S.A. (SNN S.A.) in Romania to be converted to UO2 at the Fabrica de Prelucrare a Concentratelor de Uraniu - Feldioara SRL (FPCU) fuel plant in Romania. The uranium ore concentrate will then be exported to CONUAR Argentine Nuclear Fuels SA in Argentina for fuel fabrication.

Assurances from Argentina and EURATOM that the material will be subject to all the terms and conditions of their respective agreement for cooperation with the United States of America are required. Your assistance in obtaining the necessary assurances will be appreciated.
