1 KAIROS POWER, LLC - HERMES 1 SITE CHARACTERISTICS AND GEOLOGIC MAPPING CONDITION AUDIT QUESTIONS (EPID NO. L-2024-LLL-0019)

Question 1: Please describe the project plan for implementing the geologic mapping condition or make this project plan document available for staff review.

Question 2: Please explain how Kairos will ensure that the information obtained to satisfy the geologic mapping condition is complete, accurate and adequate to support subsequent design activities of safety related structures. What is the basis for Kairos confidence that this information is complete and accurate?

Question 3: The staff notes that Revision 1 of the Quality Assurance Program for the Kairos Power Hermes Reactor Facility contained in the Hermes 1 Preliminary Safety Analysis Report (PSAR) states the following:

The objective of the Hermes QAP [Quality Assurance Program] is to assure that Hermes Reactor Facility is designed, constructed, and operated in accordance with governing regulations and license requirements. The program is based on the criteria of ANSI/ANS15.8, as further described in this document. This QAP applies to those quality-related activities that involve the functions of safety related structures, systems, and components (SSCs) associated with the design, fabrication, construction, and testing of the SSCs of the facility and to the managerial and administrative controls to be used to assure safe operations.

Examples of CP/OL program safetyrelated activities include, but are not limited to, engineering related to safetyrelated SSCs, site geotechnical investigations (emphasis added), site engineering analysis, seismic analysis, and meteorological analysis. A list or system that identifies SSCs and activities to which this program applies is maintained at the appropriate facility. Design documents are used as the basis for this list. Cost and scheduling challenges must be addressed; however, they do not prevent proper implementation of the QAP. This includes the managerial and administrative aspects of internal and external activities that affect quality of Hermes and programs.

The NRC staffs understanding is that Kairos does not plan to impose QA requirements on its contractor performing the work to implement the geologic mapping condition.

Please describe how this approach is consistent with the approved QAP in the Hermes 1 PSAR.
