SUMMARY

OF SEPTEMBER 18, 2024, PERIODIC ADVANCED REACTOR STAKEHOLDER PUBLIC MEETING On September 18, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held an information meeting with a question-and-answer session with stakeholders to discuss advanced reactor topics including:

Safety Evaluation Template Development Initiative for the LMP-Based Applications Alternative Risk-Informed, Technology-Inclusive Approaches to Advanced Reactor Regulation SECY Paper Announce newly issued proposed rule for power reactor security Present NEI 24-05: Risk-informed Performance-based Emergency Planning ADVANCE Act Report to Congress involving Nuclear Reactor Application Environmental Reviews ADVANCE Act Advanced Reactor Topics NEI draft technical report on Fire Brigade Staffing Update on NEI 22-04/ISO-9001 and AR Codes and Standards The meeting notice is available in the NRCs Agencywide Documents Access and Management System at Accession No. ML20240791, and the presentation slides are available under Accession No. ML24261B974. The attendees for the meeting were not captured due to a technical issue.

For each topic listed above, the NRC staff provided information and allotted time for stakeholder comments and questions. Stakeholders provided feedback on these topics and asked clarifying questions. NRC staff appreciates the feedback provided and no follow-up actions were identified.

NRC staff made several presentations on various topics listed above. The industry group also made a presentation on draft technical report on fire brigade staffing. It was decided during the meeting that NEI would follow up with NRC staff on a separate follow up meeting to discuss the logistics and a method to submit a formal report or a white paper for approval/endorsement. Update on NEI 22-04/ISO-9001 and AR Codes and Standards.

In another presentation staffer from Argonne National Laboratory also made presentation on NEI topical report NEI 24-05 on Risk-informed Performance-based Emergency Planning on advanced reactor industry request to appropriately size EPZs and develop emergency plans that are commensurate with plant risk to provide cost savings and operational simplicity. This follows from recently finalized a new emergency planning rulemaking (new 50.160 pathway),

which provides such flexibility.

The NRC staff also provided a brief update on status of advanced reactor licensing activities, including recently completed reviews and brief statistics on applications/licensing reviews currently in progress at the division.
