Dear NRC:

I understand that a petition was filed in March 2024 to close the Diablo Canyon Power Plant (DCPP) due to a possible earthquake. Please note that the Draft Supplement 62 of the EIS (of October 2024) states in section 3.4.5 that the NRC staff concludes that none of these tectonic structures will have impacts on the geologic environment at or adjacent to the Diablo Canyon site that are different from impacts occurring during the current license term since no new faults were reported based on the updated analysis. This conclusion was based upon a PG&E updated seismic analysis of March 6, 2024.

The petition filed March 4, 2024 to close DCPP is based upon the opinion of Dr. Peter Bird, who, although having an impressive resume, is only a single individual (The purpose of my declaration is to explain why, in my expert opinion, the Environmental Report by applicant PG&E significantly underestimates the likelihood of a severe earthquake at DCPP.... (Dr. Bird Declaration, page 2.)

This petition should thus be given little weight as it is based upon the opinion of a single individual as opposed to PG&Es updated seismic analysis and the analysis of NRC staff which was a collective effort of a number of experts. Even if further analysis is warranted, the opinion in the petition must be weighed against a larger group of experts in seismic activity.
