The U.S. Nuclear Regulatory Commission (NRC) held an observation public meeting on December 12, 2024, with SMR, LLC (SMR), a Holtec International Company (Holtec), to discuss the proposed draft conditions and limitations that would be included in the safety evaluation for the Risk Significance Licensing Topical Report. conditions and limitations publicly available to support the discussion during the meeting (ML24338A012).

A representative from the United Kingdom Office for Nuclear Regulation (ONR) observed the meeting in accordance with the March 12, 2024, Memorandum of Cooperation Between the Canadian Nuclear Safety Commission, the ONR, and the NRC.

Preapplication engagements, including this meeting, provide an opportunity for the NRC staff to engage in early discussions with a prospective applicant, offer licensing guidance, and identify potential licensing issues early in the process. No decisions or commitments were made during the preapplication meeting.

The NRC staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings, (ML21180A271). The NRC staff discussed the proposed draft conditions and limitations that would be included in the draft safety evaluation for the Risk Significance Topical Report. The NRC staff agreed that for the second proposed condition, the verbiage can be revised to clarify that the technical acceptability and scope of the PRA would be as required for specific licensing submittals.

At the end of the meeting, members of the public were invited to provide comments or ask the NRC staff questions pertaining to the scope of the meeting. One commenter asked several questions about the purpose of the meeting, whether the NRC staff planned to have additional meetings on this topic. The NRC staff provided a brief explanation of the purpose and scope of this engagement and referred to the information available on the NRC website regarding public meetings and pre-application engagements.
