SEND VIA EMAIL December 30, 2024 LR-E24-0082 National Marine Fisheries Service Greater Atlantic Regional Fisheries Office ATTN: Section 7 Coordinator 55 Great Republic Drive Gloucester, MA 01930 nmfs.gar.incidental-take@noaa.gov SALEM AND HOPE CREEK GENERATING STATIONS BIOLOGICAL OPINION GAR-2020-02842 2024 ANNUAL REPORT - INSPECTION OF THE TRASH RACK BARS The U.S. Nuclear Regulatory Commission (USNRC) and the National Marine Fisheries Service (NMFS) concluded formal consultation under Section 7 of the Endangered Species Act of 1973, as amended, on April 17, 2023, with NRCs issuance of a Biological Opinion for Continued Operations of Salem and Hope Creek Nuclear Generating Stations and Incidental Take Statement (ITS) to PSEG. In accordance with Term and Condition (T&C) #3 of the ITS, PSEG must submit a copy of the annual trash rack bar inspection report and repair/maintenance plan.
In accordance with T&C #3 of the ITS, Attachment 1 PSEG Salem Sonar Inspection of Trash Rack - Circulating Water Intake, River Side, Salem, NJ (2024) summarizes the trash rack bar and intake inspection for 2024. The report provides imagines and observations from the data collected where potential maintenance to the bar rack could be necessary. These imagines need to be ground truth to confirm the exact locations and extent of repair needed, however based on the images only minor repairs are necessary and no immediate concerns were identified. Once this is confirmed an engineering analysis and safety evaluation will be performed so that the work can be conducted timely and safely. It is also important to note that based on the conditions and sonar report the T&Cs of the ITP continue to be satisfied.
Repairs/maintenance were conducted on the U2 racks during the 2024 fall outage and all bars on the U2 side were clean and intact. Repairs and maintenance to the U1 bar racks cannot be conducted while the station is online due to diving activities needed and safety concerns. Repairs are currently scheduled to occur on the U1 bar racks during the spring 2025 U1 outage.
All maintenance and repairs are being tracked through the nuclear work practices and corrective action program.

Dear Mr. Seely and Heun:
Land and Harbor LLC (L&H) in conjunction with Atlantic Subsea Inc. (ASI) conducted the sonar trash bar and intake survey to document silt levels and general conditions in front of the PSEG Circulating Water Intake (CWI) structure on November 15 and 19 2024.
Previous surveys were conducted on November 16 and 20, 2023.
All work was conducted from our survey boat at the face of intake providing real-time information without any impact on plant operations. These real time observations were reported on the dates of survey with preliminary findings submitted on November 25, 2024 via email.
The scope of work for this task was to document silt level and trash bar conditions at the face of CWI.
This letter report is provided with reference images showing current silt levels and general conditions in the requested time frame to meet planning and agency requirements.
Table 1 is a summary of recently observed trash bar conditions for trending.
Additional images and data have been placed on file and will be available for further review if needed.
Introduction A combination of sonar methods (different frequency and head types) was used to meet the goals of the intake inspections. Two days were used for this survey.
Silt level surveys were conducted on November 15, 2024, with a second day of inspection /
verification conducted on November 19, 2024.
The survey provided real time monitoring and was conducted while the circulating water pumps in-service at Unit 1; Unit 2 was in a scheduled outage with no additional lock out-tag out procedures required for this survey.
This information is shared and coordinated with ASI to support planned repairs.

Silt levels were collected using the Kongsberg MS 1000 scanning sonar head. It was secured to the top of concrete deck by boat along the face of the intake for each bay. This portion of the survey was completed in a single day.
High resolution trash bar inspections were then conducted using the Soundmetrics ARIS 3000, forward looking sonar head with an AR3 pan-tilt-roll bracket to verify the entire intake conditions during the second day of survey. These methods record specific anomalies and detailed conditions of the trash bars. It also observes fish activities and general flow characteristics at each intake bay.
Computers record and provide real-time images for the inspection crew. The survey crew consisted of a certified hydrographer, trained technicians, and commercial diver familiar with intake structures to facilitate interpretation of the data.
Each bay was scanned and recorded separately. The ice barriers were removed during this survey.
Post processing is required for this report.
Figures and Images Figures with representative images have been labeled and provided for general information and to show silt levels and trash bar conditions at the face of the CWI.
All raw data has been saved on file and can be provided for further review if required. Some loss of resolution is noted in the post processing to obtain this digital report. Future use of these methods may benefit from sharing the raw data with divers and stakeholders for added clarity of observations.
Summary of Findings
- 1. Silt levels along the face of CWI are shown in Figure 1 and 2. The previous survey is provided for reference. Detailed images with depths are provided on separate sheets for each Unit.
- 2. Trash Bar conditions: No impinged fish or marine life were observed during this survey.
Observed and suspected trash bar deficiencies are shown in tabulated and image formats.
- 3. Table 1 is provided for trending recent anomalies of the trash bars at the intakes.
