SUMMARY
OF THE NOVEMBER 18, 2024, PUBLIC MEETING WITH GE-HITACHI NUCLEAR ENERGY AMERICAS, LLC TO DISCUSS UPDATES TO TOPICAL REPORT NEDC-33926P/NEDO-33926 REVISION 2 On August 16, 2024, the U.S. Nuclear Regulatory Commission (NRC) issued the final safety evaluation report (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML24220A014) for GE-Hitachi Nuclear Americas, LLC (GEH) licensing topical report (LTR) NEDC-33926P/NEDO-33926, BWRX-300 Steel-Plate Composite Containment Vessel and Reactor Building Structural Design, Revision 2 and requested GEH publish an accepted version of the LTR. GEH subsequently informed the NRC staff that it intended to update Revision 2, and a public meeting was scheduled to discuss how the updates might impact the safety evaluation report.
The NRC held a virtual observation public meeting on November 18, 2024, with GEH, to discuss GEHs planned updates to Revision 2 of the LTR. The presentation slides for the public portion of the meeting can be found at ML24325A503, part of package ML24325A500. A closed session followed to discuss GEH proprietary information.

Preapplication engagements, including this meeting, provide an opportunity for the NRC staff to engage in early discussions with a prospective applicant to offer licensing guidance and to identify potential licensing issues early in the licensing process. No decisions or commitments were made during the preapplication meeting.

OF THE NOVEMBER 18, 2024, PUBLIC MEETING WITH GE-HITACHI NUCLEAR ENERGY AMERICAS, LLC TO DISCUSS UPDATES TO TOPICAL REPORT NEDC-33926P/NEDO-33926 REVISION 2 Meeting Summary The U.S. Nuclear Regulatory Commission (NRC) held a virtual observation public meeting on November 18, 2024, with GE-Hitachi Nuclear Americas, LLC (GEH), to discuss GEHs planned updates to Revision 2 of the GEH BWRX-300 Steel-Plate Composite Containment Vessel and Reactor Building Structural Design topical report. The presentation slides for this public meeting can be found in Web-based Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24325A503.
GEH started the discussion by presenting the public updates to revision 2 of the topical report.
The NRC staff had the following questions and comments:
The NRC staff expressed that because the GEH presentation was not provided in advance they were unable to fully prepare for the meeting. GEH project staff responded that the presentation would be submitted to the NRC so a better understanding could be gained.
The NRC staff then asked what changed for GEH to remove the vent holes from the concrete-filled steel composite member, why they are no longer required for the design, and the justification for making this change. GEH stated that they performed a series of sensitivity analyses to assess the impact of the back steam pressure under accident conditions and found that members with no vent holes were able to develop the plate yielding capacity and the interfacial sheer strength without jeopardizing plate buckling.
The NRC staff requested that the supporting analysis for justifying the change regarding the vent holes be submitted for review. GEH acknowledged the request.
There were no questions or comments from the public.
The meeting adjourned at 4:00 p.m.
For the purposes of record, a closed meeting was held to discuss GEH proprietary information, but no additional technical comments or questions were discussed.
