Docket No. 50-255-LA-3 ASLBP No. 24-986-01-LA-BD01 December 30, 2024 MEMORANDUM AND ORDER (Scheduling Initial Prehearing Conference)
The Licensing Board will conduct an initial prehearing conference in the captioned proceeding on February 12, 2025, beginning at 8:30 am Eastern Time (ET) to hear oral argument on the issues presented in Joint Petitioners and Petitioning Organizations hearing requests and related filings. The argument will be held in person in the Atomic Safety and Licensing Board Panels Hearing Room, located on the third floor of the Two White Flint North Building, at 11545 Rockville Pike, in Rockville, Maryland. The participants should plan to arrive about an hour before the conference, entering NRC Headquarters through the One White Flint North Building at 11555 Rockville Pike, to allow enough time to proceed through security and to be escorted to the Hearing Room.1
1 Anyone not an NRC employee must have a valid government-issued picture ID and must submit to a security screening process to gain entrance to the building.
The Board will allot 20 minutes to each participant, with the first 5 minutes reserved for the participant to make an opening statement, and the remaining 15 minutes reserved for the Boards questions.2 The Board will hear first from Petitioning Organizations, then Joint Petitioners, the Applicants, and the NRC Staff. After the Board has completed its questioning of all participants, the Board will provide an opportunity for closing statements, hearing from the participants in the same order. Each participant will be allotted 5 minutes for a closing statement. Petitioning Organizations and Joint Petitioners will have an additional 2 minutes each for rebuttal.
On or before noon ET on February 5, 2025, one representative for each participant shall email the Boards law clerk, Georgia Rock (Georgia.Rock@nrc.gov), with a copy to Panel administrative assistant Twana Ellis (Twana.Ellis@nrc.gov) and all other participants, specifying the names and preferred titles of the persons who will be presenting argument and of any others attending on behalf of each participant. Members of the public may observe the oral argument in the Hearing Room. Alternatively, the Board will make available a listen-only telephone line.
The Board will issue a separate order with the listen-only telephone number and passcode in advance of the argument. A transcript of the argument will be made publicly available in the NRCs electronic hearing docket.
