SECURITY ADVISORY FOR LICENSEES (NRC AND AGREEMENT STATES)
THAT POSSESS, USE, SHIP, OR RECEIVE RISK-SIGNIFICANT QUANTITIES OF RADIOACTIVE MATERIALS SA 2024-22
SUBJECT:
NATIONAL SPECIAL SECURITY EVENT FOR THE STATE FUNERAL FOR FORMER PRESIDENT CARTER The U.S. Nuclear Regulatory Commission (NRC) and the U.S. Department of Homeland Security (DHS) collaborate to enhance the ability to prevent, protect against, prepare for, and, if necessary, respond to and recover from terrorist attacks during periods of heightened alert.
The Secretary of Homeland Security has designated the state funeral for former President Carter, which will take place in Washington, DC, on January 9, 2024, as a National Special Security Event (NSSE). To date, the NRC has received no information concerning a specific, credible threat toward any U.S. nuclear facility or licensed material during this period.
The NRC is advising affected licensees to consider implementing the recommendations of this advisory. This advisory applies to all affected licensees that possess, use, ship, or receive category 1 or category 2 quantities of radioactive materials that are listed in Appendix A, Category 1 and Category 2 Radioactive Materials, to Title 10 of the Code of Federal Regulations Part 37, Physical Protection of Category 1 and Category 2 Quantities of Radioactive Material.
As a prudent precautionary measure, the NRC is requesting that NRC and Agreement State licensees located within an approximate 80-kilometer (50-mile) radius of the NSSE, that possess category 1 or category 2 quantities of radioactive material maintain heightened vigilance for potential security threats during the time period surrounding the state funeral. The NRC recommends that licensees consider implementing elevated protective measures as outlined in Regulatory Issue Summary (RIS) 2018-03, National Terrorism Advisory System and Protective Measures for the Physical Protection of Category 1 and Category 2 Quantities of Radioactive Material, dated June 1, 2018, as appropriate. Decommissioning power reactors and independent spent fuel storage installations using wet storage should also consider implementing the protective measures outlined in RIS 2002-12C, Revision 1, Decommissioning Power Reactors and Independent Spent Fuel Storage Installations Using Wet StorageNRC Threat Advisory and Protective Measures System, dated August 24, 2011, as appropriate.

2 During the time period surrounding the state funeral, affected licensees are asked to avoid receiving, shipping, or transporting category 1 and category 2 quantities of radioactive material through the area of concern. If a licensee determines that such a shipment or transport must proceed through the area of concern during the specified time period, the NRC requests that the licensee notify the NRC Headquarters Operations Center in advance of such planned shipments as soon as possible. The NRC will inform the DHS of any proposed shipments to ensure coordination of these activities and to avoid conflict. Coordination of possible supplemental security measures may involve the licensee, the NRC, the DHS, and affected States.
The NRC will continue to monitor threat-related reporting and other relevant developments and will coordinate its assessment activities with other Federal and State agencies for any indication of a threat to licensees.
For licensees subject to 10 CFR 37.57(b), Reporting of events, a licensee must report any information regarding threats or suspicious activities. The NRC requires licensees to contact each of the listed organizations or agencies in the following order:
- local law enforcement agency
- NRC Headquarters Operations Center at 301-816-5100 If the NRC receives additional information concerning site-specific or general threats involving radioactive material, the NRC may recommend taking additional site-specific actions, provide guidance specific to any new information received, advise individual licensees to further coordinate onsite activities with offsite support agencies, or otherwise instruct licensees to implement elevated protective measures and provisions described in the NRC Threat Advisory and Protective Measures System, as appropriate.
