BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 - SCHEDULE REVISION FOR THE SUBSEQUENT LICENSE RENEWAL APPLICATION REVIEW (DOCKET NOS: 50-259, 50-260, and 50-296)

Dear Delson C. Erb:

By Subsequent License Renewal Application Appendix E, Applicant’S Environmental Report-Operating License Renewal Stage|letter dated January 19, 2024]] (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML24019A009), Tennessee Valley Authority (TVA) submitted an application for subsequent license renewal of Renewed Facility Operating License Nos. DPR-33, DPR-52, and DPR-68 for Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3, respectively, to the U.S. Nuclear Regulatory Commission (NRC). By letter dated March 15, 2024 (ML24068A177), the NRC staff concluded that the application was acceptable for docketing and included the staffs projected review schedule for the BFN subsequent license renewal application (SLRA) Enclosure 1. The purpose of this letter is to inform you of changes in the schedule for the BFN SLRA.

For the safety review, the scheduled due dates for Issue Safety Evaluation Report and Advisory Committee on Reactor Safeguards Full Committee Meeting will be revised.

Specifically, the Issue Safety Evaluation Report milestone will be revised from April 2025 to July 2025, and Advisory Committee on Reactor Safeguards Full Committee Meeting milestone will be revised from June 2025 to September 2025. These schedule changes result from the quantity and complexity of the technical issues related to the safety review. The following technical areas remain unresolved:

Buried and Underground Piping and Tanks 2.

Structures Monitoring Program 3.

Concrete 4.

Irradiation-Structural To gain resolution on the outstanding issues, the staff have issued and continue to issue requests for additional information. In the event that these technical issues are unable to be resolved by April 2025, staff will evaluate the delay and determine the need to further revise the milestone schedule. The estimate of staff hours needed to complete the safety review may also be revised at that time.

D. Erb 2 of this letter highlights the staffs revised projected review schedule for the BFN SLRA. The NRC staff will strive to meet the milestones ahead of the revised schedule whenever feasible.
