Joint Petitioners Response to Memorandum and Order (Addressing Joint Petitioners Representation and Requesting Information on Availability for Oral Argument)

Atomic Safety and Licensing Boards (Board) Memorandum and Order dated December 17, 2024, the Joint Petitioners hereby submit the following response:

Acknowledgment of the Boards Leniency Joint Petitioners respectfully thank the Board for granting leniency in this matter of our representation and other submittals. We acknowledge and appreciate the Boards willingness to allow pro se Petitioners the opportunity to cure procedural defects, thereby facilitating an orderly and fair disposition of the proceeding. We also fully understand that such leniency is limited, as expressly stated by the

3 Board, and that no further filings seeking to expand upon or supplement our current standing or contentions will be entertained.

Preference and Availability for Oral Argument In accordance with the December 17, 2024 Order requesting that each participant file their preference for oral argument format and their availability, the Joint Petitioners state as follows:

Format Preference: Joint Petitioners prefer to participate in an in-person oral argument at the U.S. Nuclear Regulatory Commissions Headquarters in Rockville, Maryland.

Dates and Times: Joint Petitioners confirm their availability on any of the dates proposedJanuary 14, 15, and 16, 2025. We further note that a morning (A.M.) time slot on any of these dates is most preferable for our travel arrangements.

Joint Petitioners appreciate the Boards clear guidance and look forward to participating in the oral argument as scheduled. Because we are new and inexperienced in oral hearings, any guidance or direction on the ASLB rules for the hearing, the format of the oral argument; for example, are there only question from

3 the board, or will there be questions from other participants, and, whether we may present a prepared statement would be extremely helpful, including if it is permissible to add the prepared statement to the docket ahead of the hearing. If we are permitted to present a statement, fifteen minutes for doing so is requested. We will await any additional details regarding the logistics, instructions for public access, and further hearing ASLB procedural guidance.
