In accordance with 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), Wolf Creek Nuclear Operating Corporation (WCNOC) is submitting a change to the emergency plan. Specifically, one form that implements the WCGS RERP has been revised. The revised document is identified below:

Form Effective Date APF 06-002-02, Rev. 3 December 4, 2024 The attached summary of the changes to the implementing form explains these changes do not reduce the effectiveness of the WCGS RERP.

1. Form APF 06-002-02, EMERGENCY ACTION LEVELS TECHNICAL BASES, Rev. 3 Form APF 06-002-02 has been revised. This document provides an explanation and rationale for each Emergency Action Level (EAL) included in the EAL Upgrade Project for Wolf Creek Generating Station (WCGS). The technical bases may be used as a technical reference for EAL interpretation in support of decision-makers who are responsible for making event classification.

APF 06-002-02 was updated to reflect changes made to Emergency Operating Procedure EMG E-0, Reactor Trip or Safety Injection. This was being tracked through the WCGS action tracking system under Condition Report 10029766.

Changes were made to subcategory 6, Reactor Trip System (RTS) Failure, to add EMG E-0 as an additional procedure to be used for performing reactor trip or safety injections and to remove other trip actions that are redundant to avoid confusion when evaluating a successful manual trip. Changes were specifically made to SS6.1, SA6.1, SU6.1 and SU6.2.

On Page 122, EMG E-0 was added as an additional procedure to be used for performing reactor trip or safety injection actions. On Page 123, EMG E-0 is being added as a reference. On pages 124, 126, and 129, descriptions of other trip actions that are redundant are being removed to avoid confusion when evaluating a successful manual trip.

These changes do not reduce the effectiveness of the Wolf Creek Radiological Emergency Response Plan.
