NUREG-1021 REVISION 12 EFFECTIVNESS REVIEW TWO YEAR REPORT 2024 In May of 2022, the operator licensing program office initiated an effectiveness review of the major changes introduced in Revision 12 of NUREG-1021, Operator Licensing Examination Standards for Power Reactors, which went into effect on March 17, 2022. The purpose of the effectiveness review is to monitor the application of new instructions and guidance in NUREG-1021, Revision 12, and determine if additional actions are needed to support implementation of the major changes made in the revision. The review was performed in accordance with the effectiveness review plan available in ADAMS at accession No. ML23236A119.
Per the effectiveness review plan, the operator licensing program office is to issue a two-year report to share findings and recommendations from the first two years of using Revision 12 of NUREG-1021. The two-year report is enclosed. It describes the staffs data collection, analysis, results, and recommendations for each of the tasks in the effectiveness review plan based on the administration of over fifty NRC initial licensing examinations for over 600 applicants using Revision 12 of NUREG-1021. With the two-year report, most tasks in the effectiveness review are complete except for tasks for verifying the maintenance of generic fundamentals knowledge in facility licensee initial and continuing training programs (Task 2) and the use of the revised critical task methodology for AP1000 initial licensing examinations (Task 4). The program office will also continue to track any changes to pass and failure rates for NUREG-1021 Revision 12 operator licensing examinations (Task 6) in conjunction with the open tasks. The effectiveness review is expected to conclude in September 2027.
The two-year report has been reviewed by the four NRC regional operations branch chiefs and it will be made publicly available and discussed at future operator licensing conferences and public meetings.
