OF PUBLIC MEETINGS BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND INDUSTRY ON IMPLEMENTATION OF 12-YEAR INSERVICE INSPECTION INTERVAL ASSOCIATED WITH CODE CASE N-921 (EPID L-2024-NFO-0011)

On November 14 and November 25, 2024, the U.S. Nuclear Commission (NRC) staff held virtual public meetings with Industry representatives to discuss implementation of Code Case (CC) N-921, as allowed by a rulemaking (89 FR 58039). During the November 14, 2024, public meeting, the NRC staff provided details regarding the history underlying the rulemaking, interpretation of the rule, and the potential regulatory path forward for licensees who would like to implement the code case. On November 25, 2024, the NRC staff held a follow-up meeting to discuss the details associated with a CC N-921 alternative/exemption template for future industry submittals. The meeting summary is available in Enclosure 1 and the list of attendees is provided in Enclosure 2.

OF PUBLIC MEETINGS BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND INDUSTRY ON IMPLEMENTATION OF 12-YEAR INSERVICE INSPECTION INTERVAL ASSOCIATED WITH CODE CASE N-921 (EPID L-2024-NFO-0011)

Virtual Meeting Type: These were observation meetings where attendees had the opportunity to observe the U.S. Nuclear Regulatory Commission (NRC) staff and industry representatives engage in discussion on regulatory issues. Members of the public had an opportunity to ask questions of the NRC staff and make comments about the issues discussed following the business portion of the meeting; however, the NRC was not actively soliciting comments toward regulatory decisions at this meeting.

Meeting

Purpose:

The purpose of the meetings was to discuss future submittal associated with implementation of 12-year inservice inspection interval via American Society of Mechanical Engineers (ASME) Code Case (CC) N-921.

Meeting Summary:

As a part of the November 14, 2024, public meeting, the NRC presented on a range of issues related to the implementation of ASME CC N-921.

Discussion topics focused on the following:

The historical timeline leading to conditional approval of CC N-921 The basis behind Condition 2, which restricts CC N-921s use to the beginning of the inservice inspection interval Appropriate application of alternatives under 50.55a(z) of Tile 10 of the Code of Federal Regulations (10 CFR) and exemptions under 10 CFR 50.12 Ideas on preparing exemption requests under 10 CFR 50.12 for application of CC N-921 during the inservice inspection interval With respect to the follow-up meeting held on November 25, 2024, the Nuclear Energy Institute (NEI) representatives provided responses to the NRC staff presentation on November 14, 2024, and provided details associated with a CC N-921 alternative/exemption template for future industry submittals. The NEI representatives described the proposed structure of exemption requests for CC N-921, based on the staffs presentation on November 14, 2024. The staff recommended that NEI update the proposed exemption template to reflect the standard format established in past exemption requests reviewed and approved by the NRC.

No regulatory decisions or commitments were made at the meeting.

Public Participation Themes: No public comments or public meeting feedback forms were received at the conclusion of the meetings.

Action Items/Next Steps: NEI representatives stated that they would provide an updated template based on the discussion at the November 14, 2024, meeting and a follow-up meeting held on November 25, 2024, to accommodate additional discussion on the template. At the November 25, 2024, meeting, the NEI representatives stated that they plan to request a presubmittal meeting and provide a draft submittal for the first exemption request.

The NRC staff provided exemption request examples that would be helpful to industry representatives preparing an exemption associated with CC N-921.
